The Town of Carrboro is set to see one of its senior leaders step away at the end of the calendar year — while its administration adds a new position and employee to its staff.
The local government announced on Dec. 20 that Trish McGuire will be retiring after nearly 30 years of serving in Carrboro’s zoning and planning administration. Having been the planning director since 2011, McGuire has played a part in many of the town’s recent, major projects — including recently leading the development of the Carrboro Connects Comprehensive Plan and guiding along the planning for the Drakeford Library Complex. She also played critical roles in helping address greenway plans, stormwater management, transportation infrastructure updates, and Carrboro’s climate action efforts.
“I appreciate the opportunity to have served Carrboro – my home for over 30 years and a place I love,” McGuire said in the town’s release about her retirement. “Most of all, I am grateful for the dedicated, creative people I have had the privilege of working with in the community and among the staff.”

“As a planning professional for the Town of Carrboro for many years,” wrote Town Manager Patrice Toney, “Trish brought value, dedication, and a deep respect for our community’s character. Her passions for community planning and sustainability efforts ensured that the Town remain rooted in values that make Carrboro a special place to live. We congratulate her on a well-deserved retirement.”
The planning director is a key member of a town’s administration, as they coordinate with elected officials and town managers to develop and execute long-term initiatives. In McGuire’s case, her background as a regional planner, certified zoning official, and certified floodplain manager helped shape Carrboro’s approach to planning development, growth, and environmental sustainability. Carrboro’s release said the local government is “actively recruiting” to find its next planning director.
Meanwhile, the town created a new role to help shape and achieve some of those environmental goals. Carrboro and Toney recently added a chief sustainability officer position, with the first person in the role officially joining the local government on Dec. 16: Amy Armbruster.
Previously, Armbruster worked for the City of Durham as a sustainability manager, where she headed up its Income Qualified Solarize project and helped bring more than $9 million in federal grants to the city as a technical advisor. She also has been a sustainability program coordinator with the Orange Water and Sewer Authority and a research and outreach manager for UNC’s Office of Sustainability. In this new role, she will work to develop policies and partnerships to tackle Carrboro’s climate action goals while keeping resilience top-of-mind for residents disproportionately impacted by climate change, according to the town’s release.

“Amy’s collective professional experience around sustainability and environmental justice initiatives are very well aligned with Carrboro’s climate action and race equity pillars,” Toney said. “I look forward to Amy taking the lead on our sustainability efforts and moving us closer to meeting our climate action goals.”
“As a resident of Carrboro, I am particularly excited about the opportunity to serve my hometown,” Armbruster added. “I look forward to collaboration with the Town Manager and community stakeholders to develop high-impact solutions to prevent planet-warming carbon emissions and prepare our community to be more resilient to the impacts of climate change, prioritizing those neighbors who have been hurt first and worst.”
