Bhubaneswar: In a significant development, the Odisha Government on Tuesday effected a minor bureaucratic reshuffle, transferring senior IAS officer Bishnupada Sethi from three major departments after the CBI issued a summons to him in connection with a bribery case.
As per official notification issued by the General Administration and Public Grievance Department, Sethi has been transferred to the General Administration & Public Grievance Department as Office on Special Duty (OSD) from his current posts.
“Bishnupada Sethi, Principal Secretary to Government, Social Security & Empowerment of Persons with Disabilities Department with additional charge of Principal Secretary to Government, Odia Language, Literature & Culture Department and Principal Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department is appointed as Officer on Special Duty, General Administration & Public Grievance Department”, the notification reads.
of Officer on Special Duty, General Administration & Public Grievance Department is declared equivalent in status and responsibility to the post of Principal Secretary provided in the IAS Cadre of the State.
Sanjeeb Kumar Mishra, on repatriation from Central Deputation, is appointed as Principal Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department.
He is allowed to remain in additional charge of Principal Secretary to Government, Social Security & Empowerment of Persons with Disabilities Department and Principal Secretary to Government, Odia Language, Literature & Culture Department.
The additional appointment of Bishnupada Sethi as Principal Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department and Principal Secretary to Government, Odia Language, Literature & Culture Department shall stand terminated from the date Mishra takes over.
Manoj Kumar Sahoo, on joining in the State Government on Inter-Cadre Deputation, is appointed as Special Secretary to the Chief Minister, the notification added.
Notably, the Central Bureau of Investigation (CBI) has summoned Sethi in connection with a Rs 10 lakg bribery case.
The CBI has issued the notice to Sethi under Section 179 of Bharatiya Nagarik Suraksha Sanhita on December 10, seeking his presence at the CBI’s Bhubaneswar office on December 11. However, Sethi did not appear before the investing agency, as per reports.
“It is learnt that you are acquainted with some important and relevant facts and circumstances of the instant CBI case, which are required to be ascertained from you,” the CBI wrote a letter to Sethi.
The summons followed the arrest of three persons on December 6 in Bhubaneswar over seizure of Rs 10 lakh.
The CBI officials had arrested Chanchal Mukherjee, Group General Manager of Bridge and Roof Construction Co (India) Ltd, a central public sector enterprises under the Ministry of Heavy Industries, contractor Santosh Maharana and super-class contractor Debdatta Mahapatra.
The CBI also ‘summoned three official drivers of Sethi and interrogated them.
Recently, the Odisha government assigned projects under the ST&SC Development department for upgradation of Ashram Schools to High Schools and High Schools to Higher Secondary Schools and others to some PSUs including Bridge and Roof Ltd.
