Department of Transportation needed $150 million, split evenly between the state and Charleston County, to finish preliminary work on the project, DOT Secretary Christy Hall told officials last fall. In February of this year, Charleston County Council voted to commit $75 million to the project, but the infrastructure bank wanted more details on how the county would pony up the rest of its share of the $2.2 billion cost before hand
