Captain Tom Moore raised around £40 million for charity after walking 100 laps of his Bedfordshire home during the Covid-19 pandemic Local authorities have ordered an unauthorised building at the home of Captain Tom's daughter Hannah Ingram-Moore to be demolished. The rejected plans include a spa and pool, as well as a seven-bedroom property.

Along with husband Colin, Hannah applied for permission to build the Captain Tom Foundation Building in 2021. It was to be constructed in the grounds of their Marston Moretaine home in Bedfordshire.

A newspaper report alleged they exploited the former Army veteran’s name to build the pool in a detached single storey building at The Old Rectory, The Green, Marston Moretaine.

    Hannah Ingram-Moore and her husband, Colin, used the Captain Tom Foundation name on the initial full plans for the development, which were approved on November 4, 2021.

    The Captain Tom Foundation, set up by Ms Ingram-Moore, was intended to raise money to support the elderly in his memory – but has faced a series of questions about its conduct and relationship with a private company run by the Ingram-Moores that trademarked various iterations of “Captain Tom”.

    A planning report from Central Bedfordshire Council seen by i said that the retrospective application was submitted after “it was brought to officers attention that the building being erected at the site was not in accordance with” the initial submission “in respect of its siting, size and design”.

    The Charity Commission opened its inquiry in June last year, over concerns about arrangements between the charity and a company linked to the Ingram-Moore family, as well as ongoing concerns about the trustees’ decision making and the charity’s governance.

    The Commission had already engaged with the charity last year when it proposed appointing Hannah Ingram-Moore as CEO on a £100,000 salary. This was turned down although Ingram-Moore was later and temporarily appointed as interim CEO on a salary of £85,000 per year.

    In June last year, the charity regulator opened a statutory inquiry into the Captain Tom Foundation, after identifying concerns about the charity’s management, including its independence from the family of the late Tom Moore and businesses connected to them. The Commission said its inquiry into the Captain Tom Foundation remains ongoing, and that it does not comment or provide updates on ongoing inquiries. The £38m raised by Tom Moore and donated to a separate charity, NHS Charities Together, prior to the formation of the foundation, is not part of the scope of this inquiry.  Civil Society has contacted Hannah Ingram-Moore and the charity for further comment.
