Activists from the Arab tribes reported large-scale recruitment campaigns among former fighters of the Border Guard Forces, supporters of Hemetti’s tribal rival Musa Hilal. Hilal had been arrested in 2017 under the former regime by Mohamed Hamdan Daglo Hemetti.
