Kuwaiti Prime Minister Sheikh Ahmad Nawaf al-Sabah on Monday submitted the resignation of his cabinet to Crown Prince Sheikh Meshal al-Ahmad al-Sabah, who has taken over most of the ruling emir's duties, the state news agency KUNA reported.  The Kuwaiti government barely had six months in office, however, disputes erupted over legislation some ministers said would strain state finances.  One of the points of contention was a bill which proposed for the government to buy billions of dinars worth of citizens' consumer loans.
