Hutchinson On April 22, 2022 Deputy Ray Biggs and Sergeant Matthew White responded to a call in the Hickman community from a property owner who had observed drug paraphernalia falling out of the pocket of one of the carpet installers doing a job at the residence. The officers made contact with the property owner who describe what he believed to be a methamphetamine pipe falling from the carpet installer’s pocket. Officers questioned the carpet installers who were sitting in a white ford van in the driveway. It was confirmed that one of the carpet installers had mistakenly dropped a glass pipe and the property owner may have seen it. Officers identified a man John V. Hutch
