The Commercial Advertisement Loudness Mitigation (CALM) Modernization Act would update the 2010 CALM Act, which directed that limits be set on how loud TV commercials could be, to say that "the volume of commercials on streaming services cannot be louder than regular programming,” Eshoo said in a statement. It would also bolster the Federal Communications Commission (FCC)’s ability to investigate and enforce violations of the CALM Act and require a study into the 2010 law’s effectiveness.
