Tottenham Hotspur were one spot off the Champions League places four times when finishing behind Manchester City between the 2009-10 and 2017-18 seasons.
Research conducted by The i Paper has delved into all nine domestic campaigns that fall into the 2009-2018 period where City have been found guilty of all the charges related to breaches of the Premier League’s financial rules.
Everton missed out on European football four times by one place in that time, as well as the Champions League once, while Stoke City, Sunderland and Arsenal all lost domestic cup finals to City.
One notable omission below is Aston Villa. Throughout those nine campaigns, instances of a direct impact are hard to come by in terms of results and league finishes, but the Midlands club did sell numerous players to City.
Gareth Barry, Fabian Delph and James Milner all made the move to Manchester, and Villa – who finished above City in 2008-09 – may argue they were repeatedly weakened and ended up getting relegated in 2016 at a time when City were able to strengthen.
Here, amid calls from rivals for City to face “huge” punishments, The i Paper also looks at their input on relegation battles with a season-by-season account below.

Season-by-season
2009-10
City finished fifth in the league, qualifying for the Europa League along with Aston Villa and Liverpool. Everton missed out on Europe by one place and finished six points behind City.
The Toffees did actually beat City in both league meetings, but could feel aggrieved by this near miss. Everton had played European football in 2009-10 but four seasons away from Uefa competitions followed.

City finished third to qualify for the Champions League for the first time. Tottenham were fifth that season and qualified for the Europa League instead, while Liverpool were sixth and missed out on Europe entirely.
A first trophy of this era saw City win the FA Cup, beating Stoke City 1-0 in the final. Then Stoke boss Tony Pulis has told BBC Sport he feels “cheated”.
A tight relegation battle saw Birmingham City and Blackpool go down on 39 points and Wolverhampton Wanderers stay up with 40 points. Wolves took three points against City, Birmingham two and Blackpool zero. Blackpool and Blues could argue those dropped points proved costly.

2011-12
City won their first Premier League title after that Sergio Aguero winner. They beat Manchester United on goal difference after both sides finished on 89 points.
Tottenham were fourth, but didn’t qualify for the Champions League after Chelsea won that Uefa competition.

City finished second with Tottenham fifth and missing out on the Champions League again. Everton were sixth but did not make Europe after Swansea City won the League Cup.
Wigan Athletic went down, three points behind Sunderland. The Black Cats picked up three points against City, beating them in December 2012, while Wigan lost twice to City. Wigan could argue that was the difference, and they have not been in the Premier League since.

2013-14
City won another league title, this time by two points at Liverpool’s expense, while Everton were fifth to miss out on the Champions League. Manchester United did not qualify for Europe after finishing seventh.
Sunderland survived by five points that year, having taken four points off City, but the Black Cats did lose the League Cup final to City 3-1.

2014-15
City finished second behind Chelsea with Spurs once more fifth and missing out on the Champions League. Swansea City were eighth as the highest-placed club outside the European places.
Hull City were relegated, three points behind Sunderland and Villa, but out of those three sides only Hull were able to take one point off City.

City finished fourth to narrowly qualify for the Champions League on goal difference at Manchester United’s expense. Liverpool were eighth and missed out on Europe, while Southampton and West Ham were only three and four points off City respectively.
The Hammers took four points off City that season and Southampton three. The Saints could argue three more points could have swung a Champions League place in their favour.
Newcastle were relegated, two points behind rivals Sunderland. Newcastle took a point off City, while Sunderland lost both league meetings.
City also beat Liverpool in the League Cup final on penalties after overcoming Everton in the semi-final.

2016-17
City finished third in Pep Guardiola’s first season in charge, with Arsenal fifth to miss out on the Champions League.
Southampton, in eighth, missed out on Europe albeit a distant 15 points off Everton in seventh.

2017-18
City won their first league title under Guardiola, storming to victory with 100 points – 19 more than runners-up Manchester United. Chelsea were fifth, missing out on the Champions League, while Everton were eighth and missed out on Europe.
City won the League Cup again, beating Arsenal 3-0 in the final after knocking out Bristol City 5-3 on aggregate in the semis.
