Atlanta’s first two games were about as bad as quarterback play gets. Cooper Rush started both. The Falcons lost 20-13 at Pittsburgh in the opener and then got flattened 34-3 at home by Carolina, a game in which Rush fumbled on the first snap, threw two interceptions, and was benched in the third quarter. Jack Strand finished it.
Tua Tagovailoa missed both games with an oblique strain. Penix tore his ACL last November and was not cleared in time for Week 2. The Packers are not the team that opened as a touchdown favorite either. Their overtime win over the Jets cost them two starters in the first three plays.
Slot receiver Jayden Reed took a hit to the head and neck on the second snap and was taken to a hospital. He is out Thursday, and Matt LaFleur said it is too early to know whether he plays again this season. On the very next play, right tackle Zach Bako-Bewele fully tore the patellar tendon in his right knee. His season is over. Anthony Belton moves in at right tackle.
The line gets worse from there. Left guard Aaron Banks is ruled out with knee and toe injuries, and the club has not named his replacement. Defensive tackle Warren Brinson is out, and fellow interior linemen Javon Hargrave and Anthony Campbell are questionable. Atlanta Has Injury Problems of Its Own
This is not a one-sided injury report. Atlanta’s top cornerback, A.J. Terrell Jr., went on injured reserve with a groin injury from the Carolina loss, and CJ Henderson is expected to replace him in the lineup. Nickel corner Billy Bowman Jr. is questionable with an Achilles injury, and edge rusher Samson Ebukam is out with a hamstring.
That leaves a thin secondary against Christian Watson, who caught six passes for 147 yards and two touchdowns in the opener. With Reed out, Watson is the clear top target, and he is the matchup I would worry about most if I held an Atlanta ticket.

Best Bet: Under 43.5
Everything about this game points toward a grind. Green Bay has a patched offensive line, no Reed, and a quarterback completing barely half his throws. Atlanta has a quarterback making his first start in 10 months after knee surgery, playing on the road in prime time. I do not expect Stefanski to put the whole game on Penix’s arm. I expect a lot of Bijan Robinson.
The one caution is the Watson matchup against Atlanta’s depleted corners, since one busted coverage can flip a total like this. I would still take the under, and FanDuel’s 43.5 is a full point better than the 42.5 at DraftKings. Take the higher number.
Lean: Falcons +5.5
I like Atlanta at +5.5. I do not like it nearly as much at +4.5. That is the whole reason to shop this game.
If this game lands where the under says it should, it is a low-scoring one, and low-scoring games tend to stay close. Green Bay needed overtime to beat the Jets last week, and it gave up 29 straight points to lose the opener at Minnesota. Laying more than a field goal with this offensive line is asking a lot.
The honest risk is Penix. We have no idea how sharp he will be, and a rusty first half on the road could put Atlanta in a hole it cannot climb out of. That is why this is a lean rather than a best bet. If you can only find +4.5, I would pass on the side and stick with the total.
Player Prop Angle: Bijan Robinson Receiving
Robinson caught eight of 10 targets for 90 yards and a touchdown in Week 1, then saw just four targets in the Carolina blowout, when Atlanta could barely stay on the field. A healthy quarterback with better timing should push more of the short passing game back through him. Look at his receptions and receiving yards over rather than chasing a rushing number against a Green Bay front that will want to load the box.
How to Read a Line Move Like This One
If you are newer to betting, this game is a good lesson. The spread tells you how many points the market thinks separate two teams. When it moves two or more points in a few days, something real changed, and here it was the quarterback.
The tricky part is timing. Bettors who took Atlanta +7 early got the best of it. Anyone betting now is getting a number that already prices in Penix. That does not make Atlanta a bad bet today.
