EAST ROCHESTER, N.Y. — News10NBC is continuing its investigation into a billion-dollar auto insurance fraud scheme called “garaging.”
The suspected “garaging” scheme
Garaging occurs when people who live in high-density places like New York City use a suburban Rochester address to get a lower insurance rate. Elizabeth Miller of East Rochester said she didn’t know it was happening beyond what she was going through until she saw News10NBC’s first report on the issue.
Brean asked Miller to read the names on insurance mail she receives at her home.
“Carmelita D. Haynes and Keith M. Frazier,” Miller said.
Chief Investigative Reporter Berkeley Brean asked if she knew those people.
“No, I do not,” Miller said.
Records show Haynes and Frazier live in a high-rise in Brooklyn. But their names appear on a Geico auto insurance policy using Miller’s East Rochester address. It’s gone on for four years.
“I’ve called Geico several times,” Miller said. “I went over to the office.”
Brean asked what Geico told her.
“That they can’t take the address off,” Miller said. “She has to do it.”
That means Carmelita Haynes has to change it. Geico is looking into this.
The Bronx “garaging” in Webster
Brean first reported on garaging with Kristi and John Stever in Webster. Their address is listed for the Progressive auto insurance policy of a man named Norbelto Colon de la Rosa. A letter shows the policy was “reinstated” in August. Records show de la Rosa lives in an apartment in the Bronx.
“We’re very concerned,” Kristi Stever said. “It causes us stress because we’re not sure what’s happening.”
Tuesday, the Stevers received mail showing de la Rosa has reached the Silver level with Progressive. A Progressive spokesperson told News10NBC the company is continuing to investigate.
A person living in New York City using a Rochester address underpays thousands in premiums. Brean looked at mail that arrived at Miller’s home addressed to Haynes and Frazier.
“It says New York State Insurance Identification Card,” Brean said.
Brean called the numbers listed for Haynes and Frazier and sent emails. News10NBC is still trying to reach them.
Brean asked Miller if she noticed anything strange with her insurance in the four years this has been happening.
“Yeah, it keeps going up,” Miller said.
17,000 cases in New York in 2025
State data shows that more than 17,000 people were reported as misrepresenting where their vehicles were primarily garaged or driven in 2025, resulting in more than $50 million in reported lost insurance premiums. These statistics are representative of a much larger problem, both in its scope and impact.
Garaging fraud is not limited to insurance rate evasion. It can also involve registration fraud and toll evasion. Individuals who intentionally provide a false address contribute to broader societal challenges, all at the expense of honest drivers.
Kaitlyn Flynn, vice president of the New York Insurance Association, said staged accidents, falsified and exaggerated claims, rate evasion and other forms of abuse put additional pressure on a system that New Yorkers are already struggling to afford. The association and its members stand with policyholders in supporting solutions that address fraud and other major cost drivers to help ensure a stable and sustainable insurance marketplace.
