Police are reviewing information relating to possible historic criminal offences at a school where more than 80 children died after being treated with contaminated blood products.
The force has confirmed it has recorded crime reports from survivors of Treloar’s School after meeting former pupils this week.
This included Gary Webster, Steve Nicholls, Adrian Goodyear and Richard Warwick – collectively known as “the Treloar’s Boys”.
The men, who have haemophilia, were treated at Lord Mayor Treloar College during the 1970s and 1980s and contracted HIV or hepatitis C through contaminated blood products. The Infected Blood Inquiry found that some pupils were also subjected to medical research without informed parental consent.
The force, however, was careful to emphasise that no formal criminal investigation has yet been launched.
“We are assessing information being provided to us; there is no active criminal investigation at this time,” a Hampshire Police spokesperson said. “We will conduct a thorough review of all the information provided to Hampshire & Isle of Wight Constabulary to determine our next steps.”
The force said they remain in contact with national policing partners carrying out a separate review arising from the findings of the Infected Blood Inquiry.
That review, led by the National Police Chiefs’ Council (NPCC), has expanded in scope after two years of examining evidence from the public inquiry, delaying any decision on whether a nationwide criminal investigation should be opened – potentially by years.
In a letter to victims last week, Acting Deputy Chief Constable Robert Griffin said investigators had initially hoped that focusing on evidence relating to Treloar’s would be sufficient to determine whether criminal prosecutions were viable. However, he acknowledged that “regrettably, that has not proved to be the case”.
The review will now examine all chapters of the Infected Blood Inquiry’s final report. Griffin said the broader approach would “inevitably extend the timeline”, with progress updates to be provided every three months. The next update is expected during the week beginning 26 October.
New Prime Minister Andy Burnham previously described the infected blood scandal as a “criminal cover-up on an industrial scale” and pledged to stand with victims “every step of the way”.
The Treloar’s Boys have written to him urging him to “exert some pressure to hurry this matter along”, reminding him that he was “once a lone champion” of the cause.
Donna Jones, the Police and Crime Commissioner for Hampshire and the Isle of Wight, was critical of the national response.
“This national travesty should have been investigated decades ago,” she said, arguing that “successive Home Secretaries have failed to request a national police investigation”.
Gary Webster, who attended Treloar’s between 1975 and 1983 and lives with HIV and hepatitis B and C, said survivors were “totally frustrated” by the pace of the national review but had taken “some hope” from Hampshire’s intervention.
He urged other former pupils with relevant information or evidence to come forward. “Our fight for justice on behalf of those friends we have lost continues,” Webster added.
A memorial to former Treloar’s pupils, created by sculptor Tom Murphy – who also designed the Hillsborough memorial – is due to be unveiled at the school on 26 September, in line with a recommendation made in the Infected Blood Inquiry’s final report.
