Junior Nationals qualifier Cecelia Russell has announced her verbal commitment to swim and study at Georgetown University beginning in the fall of 2027. She publicized the news on SwimCloud, writing:
I am so excited to announce my verbal commitment to continue my academic and athletic career at Georgetown University! A huge thank you to my family, friends, and coaches, especially my NCAP coaches Chris and John and my high school coach Doug, for their constant support. I am so grateful to Coach John and Coach Sam for giving me this incredible opportunity! HOYA SAXA!
A rising senior at Potomac School in McLean, Virginia, Russell has been a member of the school’s varsity swimming team for the past three years. She also trains year-round with Nations Capital Swim Club, where she primarily specializes in sprint freestyle and butterfly.
Russell is coming off a 2025-26 season that saw her drop over three seconds in the 200 fly, over a second and a half in the 100 fly, and around half a second in each of the 50, 100, and 200 free.
While all of Russell’s current personal bests stem from club meets, such as NCAP-hosted meets and NCSA Championships, she is the reigning Virginia Independent Schools Athletic Association (VISAA) state champion in the 100 fly. She also placed sixth in the 100 free and helped Potomac to a silver medal in the 200 medley relay and a fourth-place finish in the 200 free relay at the state meet in February.
Outside of the short course pool, Russell is a Summer Junior Nationals qualifier; she recently logged a time of 28.30 in the 50 LCM fly, which undercut the 28.39 qualifying standard.

Russell is already slated to make an immediate impact: her current PBs would have placed eighth in the 100 fly ‘A’ final, qualified for the ‘B’ final in the 200 fly, and landed her in the C finals of the 50, 100, and 200 free. And that’s before accounting for two more seasons of development, with Russell not lining up at her first conference meet until February 2028.
Russell joins Ellison Charette, Catherine Dieffenthaller, and Claire Reed in committing to Georgetown’s class of 2031 so far.
