Cook County sheriff’s officials arrested a Chicago man for orchestrating a fragrance return fraud scheme involving more than 700 high-end fragrances estimated at $250,000, law enforcement said.
Philip Carter, 30, was charged with three counts of mail fraud and three counts of misdemeanor theft by deception.
The Cook County Sheriff’s Office said Nordstrom contacted its Organized Retail Crime Unit in March after luxury fragrances were removed from their boxes and replaced with modeling clay. The boxes had been carefully resealed to appear unopened, officials said.
As part of what sheriff’s investigators dubbed “Operation Eau de Fraud,” police determined Carter would order thousands of dollars worth of fragrances at a time and after the items shipped, would request returns.
Sheriff’s police said he removed the original bottles from their boxes, replaced them either with modeling clay or used bottles, resealed the packages and then shipped them back to the retailer. He would then receive a refund.
Carter was taken into custody on Wednesday, when the Organized Retail Crime Unit executed a search warrant at his Chicago home.
Authorities recovered 714 fragrances along with boxes that had been resealed and ready to ship, packages that contained modeling clay instead of the product, a heat gun, glue and packaging materials. Sheriff’s police released images showing the extensive fragrance assortment seized during the investigation.
