It is unclear how ICE will decide which the facilities will ultimately be expanded. One of the documents says the construction plan will move forward "if it is in the government's best interest."
The plan to rapidly expand detention facilities follows a renewed push by the Trump administration to increase immigrant detentions by ICE. A source familiar with the matter tells TIME that the Trump administration recently set a new goal of making 2,000 daily arrests, after failing to meet a goal of 3,000 daily arrests set last year.

The initial floor plan shows security cameras will be installed in each of the detention cells. Detainees in the 26 cells would share three showers spread across the building. The expansion buildings are each estimated to cost between $24 million and $40 million, with ICE capping total facility expansion spending at $10 billion.
