SCOTTSVILLE, N.Y. — A neighborhood is dealing with repeated problems after truck after truck catches low-hanging lines.

Telephone and cable lines are so low they force school buses to cut through lawns or back up and turn around. The lines are owned by different companies and the poles by a different utility. Neighbors in Scottsville say no one took responsibility until Chief Investigative Reporter Berkeley Brean showed up.

“So I actually came out here yesterday to start investigating this problem and sure enough the repair crews showed up today,” Brean said.

The low hanging problem

Patty Randall showed Brean video of a garbage truck that caught the lines this Monday. The force snapped the power lines from her home. The same thing happened in November and last summer.

“Well everybody loses their power when this happens,” Randall said. “And then we waste resources. We’ve got the fire department, we’ve got the sheriff’s, everybody coming out here three times now for something that could have been fixed the first time.”

Bob Zingo says the force of trucks catching the lines is moving the poles and their anchors.

“It’s been pulled over so far that the guy wires that used to be tight are now dangling,” Zingo said.

He can stick his arm down a hole where the anchor is. He did the same with the pole closer to the homes.

“That went down almost to your elbow,” Brean said.

“Yeah, almost,” Zingo said.

Get out the measuring tape

At one point, Zingo was so frustrated with this problem he took out his measuring tape and measured the height of the low-hanging wires. It measured just more than 11 feet. The minimum height in New York is closer to 15 feet.

This week National Grid tied reflective ribbon to the lines. Neighbors set up orange cones to block the road. But Randall’s security camera footage shows it forced a school bus to make a three-point turn to get out. On the second run, the bus just cut through the grass.

“Came across the road, went through the grass and out again,” Randall said.

New, taller poles go up

Just a few hours ago, National Grid installed a new, taller utility pole. It was the second one it added. The plan is that will raise the wires.

“You feel better that work is being done?” Brean asked.

“It’s better than not since we’ve already gotten hit three times so, it’s a question of I’m hoping it’s a 100% clear by the time everyone does their work,” Zingo said.

Randall told Brean she and her husband have spent about $4,500 just on repairs every time these wires get torn down. National Grid officials say they learned about this problem earlier this week. News10NBC emailed Spectrum and Frontier to find out their plans. Neither company has responded yet.
