NC House and Senate members are back in Raleigh this week voting on a flurry of bills, but whether they will have a budget deal by mid-June remains to be seen.

House budget chair Rep. Donny Lambeth (R-Forsyth) announced last month that a year-long impasse between the two chambers had been resolved, and House members could expect to vote on a final spending plan the third week of June.

But after Tuesday’s Council of State meeting. Gov. Josh Stein said he’s never seen a deadline set a month before that the General Assembly has actually met.

“I just think it always takes more time than people wish it would,” Stein told reporters. “That does not mean that they’re not having constructive conversations between the House and Senate.”

Stein says his administration has also been actively communicating with Republican budget writers about what the state needs to operate.

“I’m hopeful that if it’s not by that deadline, it would be soon thereafter,” said Stein.

State workers and teachers say a comprehensive budget, which never materialized last year, can’t come soon enough.

Under the framework of the deal House Speaker Destin Hall and Senate Leader Phil Berger announced May 12, teachers will receive average raises of 8%.

Raises for state employees will average 3%. Law enforcement officers and prison correctional officers could see 13% minimum raises. And for state retirees, there’s a one-time 2.5% bonus.

But none of that is finalized yet. And Stein was not ready to say whether he would support what Republican legislative leaders proposed.

“There were some matters of the framework that I thought were good. There were some matters of the framework that I thought were bad,” said Stein. “We just have to see what the budget actually is.”

One request that Stein is hoping to see fulfilled in the final spending plan is a third round of funding for Hurricane Helene relief for western North Carolina. More than a year and a half after the historic storm devastated mountain communities, much work remains to be done, he said.

“There’s no question that there’s a need for more work on private roads and bridges. We’ve had more people apply to have their bridge or road repaired than we have funds. And so we need more help on housing,” said the governor.

While Stein waits to see the final figures in the legislative package, he’s also awaiting word on a $13.5 billion request before Congress.

“It’s a scale that we’ve never come anywhere close to experiencing in the past. So we need the response from our federal and state governments to match the need,” Stein told reporters.

Meanwhile, the 2026 hurricane season just kicked off.

NOAA predicts a below-normal season this year with 8-14 named storms, and 3 to 6 forecast to become hurricanes.

The governor is urging residents to get ready now, have an emergency kit, prepare an evacuation plan, and visit ReadyNC.gov to review their plan. State emergency response teams are reviewing lessons from past storms, conducting simulation exercises and updating procedures.

State readiness may be more important than ever. Politico reported this week that FEMA’s workforce has shrunk 20% under the Trump administration, including the loss of many experienced staffers. North Carolina has already experienced a nearly year-long delay in the release of approved relief funds from FEMA.

“We want to be ready so that if the next storm comes, it creates as little heartbreak as possible,” said Stein.
