ROCHESTER, N.Y. — The Rochester Fire Fighters Association Local 1071 is organizing a vote of no confidence in Fire Chief Stefano Napolitano.
News10NBC was sent a letter that called for the vote. According to the letter, the process was set by an amended motion carried at a March 19 General Membership Meeting. The vote will be done through anonymous mailed ballots sent to all members in good standing.
A two-thirds majority of all members in good standing is required for the vote to pass. Ballots include information on the vote of no confidence and a warning that not returning a ballot will count as a no vote. Members have 30 days to return their ballots, with a deadline of May 26.
The vote came after several concerns over inconsistent disciplinary practices and application of procedures.
News10NBC did reach out to the Union President Matt Murphy, who said there is no comment at this time. The letter also pointed to a lack of oversight and communication over firehouse renovations affecting operations and morale. Issues related to workplace equity, such as facilities and accommodations, were also raised.
The letter said firefighters are concerned about a lack of transparency in disciplinary agreements and their effects on member safety and assignments. They also raised issues with workplace safety, including adherence to workplace violence policies and reporting.
Additional concerns voiced in the letter included issues with confidentiality, handling of member information and potential retaliation. News10NBC reached out to the Rochester Fire Department, which directed us to the City of Rochester. A spokesperson told said Mayor Malik Evans has full confidence in Chief Stefano Napolitano.
Stefano Napolitano was confirmed officially as the Rochester Fire Department’s new chief in 2023. City Council approved Napolitano’s appointment in a unanimous vote.
Napolitano has served as Batavia fire chief, Herkimer deputy fire chief, and deputy state fire administrator. He also has nearly two decades of experience as a state fire instructor.
