The Missouri Department of Transportation (MoDOT) held a groundbreaking ceremony to mark the start of the fifth scheme in its Improve I-70 programme.

Capital Paving & Construction and Burns & McDonnell joined MoDOT at the event, alongside federal, state and local elected officials and leaders.

The fifth Improve I-70 project, Boonville to Rocheport, is a $104m design-bid-build contract covering 13 miles of I-70 from Missouri Route 5 in Boonville to the Lance Corporal Leon Deraps I-70 Missouri River (Rocheport) Bridge.

Plans include adding a third lane in each direction and widening two I-70 bridges, one over the Union Pacific Railroad at mile marker 113 and another just west of the Lance Corporal Leon Deraps I-70 Missouri River Bridge at Rocheport.

MoDOT director Ed Hassinger said: “The Improve I-70: Boonville to Rocheport project is another outstanding example of improvements for Missourians delivered by Missourians. To date, every Improve I-70 project has been awarded to Missouri contractors.

“These projects are being built by people who live here, work here, and raise their families here. They know firsthand the importance of this corridor and understand the difference these improvements will make for daily life and commerce.”

Burns & McDonnell designed the scheme, and MoDOT awarded the construction contract to Capital Paving & Construction in February 2026.

MoDOT said it is the first Improve I-70 project delivered through the traditional design-bid-build process, under which designers complete plans before contractors bid, with the lowest responsive bidder winning the construction contract.

Capital Paving & Construction representative Drew Leary said: “We recognise that this project – and the Improve I-70 efforts – will create challenges for motorists. That’s why Capital Paving & Construction is committed to keeping those impacts as minimal as possible, including maintaining two lanes of traffic along I-70 during peak travel times.”

MoDOT described I-70 as a key transport route in Missouri, linking the state’s two largest cities and carrying more rural daily traffic than any other route in the state.

The department expects three Improve I-70 programme projects to be underway in central Missouri between Boonville and Kingdom City by summer 2026.

The state has set aside $2.8bn in General Revenue, through Missouri’s FY2024 budget approved by the legislature and signed into law by the governor, to add a third lane to I-70 across the state.

The programme will cover nearly 200 miles from Blue Springs to Wentzville, and include planning, design, construction, reconstruction and rehabilitation to provide a third lane in each direction.
