The US Army Corps of Engineers (USACE), Seattle District, has awarded a $691m contract to the FlatironDragados-Aecon joint venture (JV) for construction of the Howard A. Hanson Dam Additional Water Storage Fish Passage Facility in Ravensdale, Washington.

The contract covers the delivery of a facility designed to improve fish passage for juvenile salmon in the Green River, located approximately 35 miles south-east of Seattle.

Construction will proceed using the Integrated Design and Construction method developed by the USACE.

This model engages both the project designer and contractors from the outset to advance design and construction together.

The approach is intended to strengthen project coordination and support early stakeholder alignment.

Following completion of the collaborative design phase, work will now transition to construction with an anticipated start during the second quarter of 2026.

The new facility aims to enable salmon to bypass the existing dam, supporting continued flood management for surrounding communities while addressing fish conservation requirements.

Project components will include a multiport collector, steep slope bypass, deceleration tunnel and outfall stilling basin.

The Howard A. Hanson Dam is situated near the Green River’s headwaters in King County and serves as an important infrastructure element for flood risk reduction and water supply reliability in the region.

The ongoing project forms part of efforts to enhance ecosystem restoration and environmental resilience in the Pacific Northwest.

USACE Seattle District commander Colonel Kathryn Sanborn said: “Howard A. Hanson Dam serves as our primary line of defence against catastrophic flooding in the Green River Valley, holding a record pool and decreasing peak flood by over 5ft during the record-breaking flows in December 2025.

“This project significantly expands our water storage, ensuring a reliable supply for thousands of homes and supporting the future economic growth of the region, while also providing salmon access to nearly half of the Green River habitat above the dam.”

FlatironDragados operates in both the US and Canada as part of ACS Group, with Aecon partnering on this venture through its consortium structure.

In July 2025, the Virginia Passenger Rail Authority awarded a $414m contract to the FlatironDragados-Herzog JV for construction of the Franconia-Springfield Bypass project in the US.
