Fresh disclosures from the so-called Epstein files have prompted renewed calls for a full police investigation into Andrew Mountbatten-Windsor’s conduct while he served as the UK’s trade envoy.

Police chiefs and ministers are facing mounting pressure following a series of reports that detail Mountbatten-Windsor’s contact with the convicted sex offender Jeffrey Epstein during and after his time (2001-2011) in the taxpayer-funded role.

The allegations centre on whether Mountbatten-Windsor used his public position to assist or overlap with private business interests linked to Epstein, and whether confidential information was improperly shared.

Thames Valley Police has confirmed it is assessing the latest material, in line with its established procedures. 

The force has also said it has held discussions with specialists at the Crown Prosecution Service regarding allegations that Mountbatten-Windsor shared confidential reports from his trade envoy role with Epstein.

At this stage, no charges have been brought and no formal criminal investigation has been announced.

However, the disclosures have intensified scrutiny of Mountbatten-Windsor activities during his time as trade envoy and increased calls from some quarters for a comprehensive inquiry into the extent of his dealings with Epstein. Mountbatten-Windsor has consistently denied wrongdoing regarding his relationship with Epstein.

Former Business Secretary Vince Cable told the Mail on Sunday: “Of course there should be an inquiry – it’s disgraceful behaviour. The main issue is whether this is a police matter and it is for them and the director of public prosecutions to decide. But undoubtedly this is very, very bad behaviour.”

Private venture discussions during trade envoy role

Documents reported by ITV News suggest Mountbatten-Windsor was involved in discussions about a potential joint business venture with Epstein while still serving as trade envoy to the prime minister.

More than a dozen emails, spanning from 2010 to at least 2018, show exchanges between Mountbatten-Windsor, Epstein and a mutual associate, David Stern, who previously ran Mountbatten-Windsor’s Pitch@Palace initiative.

The correspondence overlaps with Mountbatten-Windsor’s tenure as trade envoy, a role in which he was expected to promote British trade and investment abroad without personal financial gain.

In May 2010, while on official business in Kuala Lumpur, Mountbatten-Windsor indicated he was holding discussions about a proposed commercial entity.

The venture’s name appears to have changed several times, including references to Green Park Group, Serpentine Group, Asia Gateway and later Witan Holdings.

Further emails outlined plans for what was described as a small, highly private investment office in London with an outpost in Beijing, targeting high-net-worth individuals, particularly in China.

The documents appear to indicate proposals to involve Mountbatten-Windsor in a discreet capacity, potentially using his status and access.

The report states Mountbatten-Windsor appeared to pre-approve draft letters inviting him to engage formally with the venture.

Meetings with Chinese financial corporations took place while discussions about the business were ongoing. Mountbatten-Windsorstood down as trade envoy in July 2011.

As trade envoy, Mountbatten-Windsorwas unpaid and required to act in the public interest. Any personal or business interests that could be perceived to influence his judgement would have required declaration.

Meetings arranged by Epstein on China trip

Separate reporting by the Mail on Sunday details Mountbatten-Windsor’s ten-day official trade mission to China in 2010 and the extent of Epstein’s involvement in organising elements of the trip.

Emails appear to show Epstein arranged meetings for Mountbatten-Windsor during the visit, including a dinner at the five-star St Regis hotel in Beijing with Jes Staley, then a senior JP Morgan banker who was later identified as Epstein’s personal banker. After organising the dinner, Epstein instructed that confirmation be obtained from Andrew.

Correspondence also indicates that Mountbatten-Windsor requested the first four days of the trip be treated as private.

Photographs contained within the documents show Mountbatten-Windsor at a dinner in Beijing with a 23-year-old Chinese model, Miya Muqi, and other guests, including Chinese media executive Bruno Wu. There is no suggestion that any of the women photographed were victims of Epstein or Andrew.

Following the trip, emails between Stern and Epstein refer to potential business opportunities in China, including discussions about wealth management for Chinese clients and the possibility of partnering with Mr Wu.

One message later that year referenced a potential $1m investment involving Mr Wu and noted that Mountbatten-Windsor’s involvement might warrant review. There is no evidence that any such deal went ahead.

In October 2010, Stern referenced following up on meetings from the China trip to develop or attract deals. The following year, he proposed setting up a discreet investment firm targeting state-owned enterprises and private wealth, with reference to Mountbatten-Windsor’s global access.

Claims of intelligence passed to Epstein

Further claims relate to allegations that Epstein boasted about receiving sensitive information from British Establishment sources, including Mountbatten-Windsor.

According to an adviser to a Middle Eastern government who met Epstein on multiple occasions, Epstein claimed he was obtaining intelligence from Mountbatten-Windsor, from former Cabinet minister Peter Mandelson and from a third individual connected to 10 Downing Street.

The adviser said Epstein declared: “I’ve got the UK sewn up.”

Sensitive cables and briefings shared

The Mail on Sunday has also reported that a senior aide to Mountbatten-Windsor forwarded a sensitive diplomatic telegram about UK-China relations to one of his business associates.

Amanda Thirsk, then Mountbatten-Windsor’s deputy private secretary, is said to have sent banker Jonathan Rowland a Foreign Office cable marked sensitive.

The telegram, written by the UK’s ambassador to China, Sebastian Wood, detailed discussions between Mountbatten-Windsor and senior Chinese officials, including vice premier Wang Qishan and commerce minister Chen Deming.

The cable had originally been transmitted to London via the Foreign Office’s secure system.

Mountbatten-Windsor is also alleged to have forwarded a confidential Treasury briefing to Mr Rowland. According to the report in the Mail on Sunday, Mr Rowland has said he has no recollection of receiving such a document.

The Mail on Sunday previously reported that Mr Rowland accompanied Mountbatten-Windsor on a taxpayer-funded mission to China in 2010 and sought to secure clients for his family bank during the visit.

Planned meeting with Gaddafi

Channel 4 News has reported on emails suggesting Mountbatten-Windsor was involved in discussions relating to a potential meeting between Epstein and the late Libyan leader Muammar Gaddafi.

Messages from autumn 2010 show Epstein expressing a desire to travel to Tripoli and indicating that Mountbatten-Windsor could facilitate an introduction. Subsequent emails suggest Andrew spoke to a Libyan contact to explore arrangements for Epstein in Tripoli.

Later correspondence indicates that Mountbatten-Windsor discussed a Libyan loan to Dubai with an investment banker and referred to contacting a Libyan intermediary who had access to Colonel Gaddafi’s private office.

Channel 4 News reported that the proposed meeting between Epstein and Gaddafi did not ultimately take place.

Mountbatten-Windsor has been approached for comment.
