ROCHESTER, N.Y. — More than two weeks have passed since a local ICE detainee died at a federal immigration detention facility in Texas. Federal authorities stated the death followed an attempted suicide, but witnesses and civil rights attorneys representing the detainee’s family dispute this account.
The detainee was 55-year-old Geraldo Lunas Campos, a father of four and registered sex offender – although according to the Associated Press, his daughter disputes that.
According to ICE, Lunas Campos came to the U.S. from Cuba in 1996. He was ordered to be removed in 2005 after committing several crimes, including possession of a weapon, petit larceny, and sexual contact with a child.
Lunas Campos was arrested in Rochester in July and sent to Camp East Montana near El Paso, Texas, in September. ICE reported that he resisted security staff and attempted suicide. However, the Associated Press reported a detainee witness claims Lunas Campos was handcuffed and placed in a chokehold until he lost consciousness.
“There are multiple eyewitnesses who were in detention with Mr. Lunas Campos, that we have spoken with personally,” said Will Horowitz, a civil rights attorney with Qureshi Law. “They said that they saw what happened and that he was choked, and that’s how he died. There’s also a preliminary report from the medical examiner, down in Texas. That is not final yet, so we don’t want to say that it is, but preliminarily, what they think happened is that this was a homicide.”
ICE previously stated that Lunas Campos became disruptive while waiting for medication, refused to return to his dorm, and was placed in segregation. ICE said he then experienced a medical episode and died despite lifesaving efforts. The investigation is ongoing, officials said.
