ROCHESTER, N.Y. — Disney on Ice is returning to Rochester starting New Year’s Day. Disney characters from “Frozen” and “Encanto” will take the ice at the Blue Cross Arena on Thursday, Jan. 1, through Sunday, Jan. 4.
