A man who caused a crash while driving drunk last month in McHenry County has also previously twice been convicted of driving under the influence, including after a crash that left two people dead, authorities announced Friday.

On Nov. 9, authorities responded to a two-vehicle crash at the intersection of South River Road and Charles J. Miller Memorial Highway in Nunda Township. At the scene, McHenry County Sheriff’s Department deputies determined a Ford Edge driven by 42-year-old Igors Kazakovs rear-ended another vehicle that was stopped at a red light.

Deputies noticed Kazakovs had slurred speech and could smell alcohol on him, and Kazakovs admitted to drinking earlier in the day, authorities said.

After submitting to standardized field sobriety tests, Kazakovs was arrested and taken to McHenry Sheriff’s Department where he provided a breath test with a result of 0.191 blood alcohol concentration, authorities said.

Several mini bottles of liquor were found inside his car by deputies.

The November crash is Kazakovs third encounter with authorities in relation to driving under the influence: he has twice been convicted of DUI, and his license was still actively revoked from a fatal 2005 crash when the most recent crash occurred.

On New Year’s Day 2005, Kazakovs was driving while intoxicated and hit a taxicab, killing the driver and a passenger. He was sentenced to 16 years in the Department of Corrections for the crash.

After the crash on Nov. 9, Kazakovs was initially charged with a misdemeanor offense of Driving Under the Influence and released that afternoon. After the McHenry County State’s Attorney’s Office reviewed Kazakovs’ criminal history and learned of his past offenses ahead of his first court appearance in early December, prosecutors immediately filed felony charges and argued he was a danger to the community during a petition to detain him.

State’s Attorney Randi Freese noted Kazakovs demonstrates the need for “aggressive prosecution of those who selfishly endanger others by driving under the influence of any intoxicating substance,” according to a release from the McHenry County SAO.

Kazakovs’ next court appearance is scheduled for Dec. 22.
