Syrian Energy Minister Mohammed al-Bashir announced the arrival of the second and final batch of the Saudi oil grant to Syria, estimated at 1 million barrels of crude oil, bringing the total grant to 1,650,000 barrels.

Syria had received the first shipment of the Saudi grant on 17 November, allocated to support its energy sector.

The second shipment of the grant arrived on Sunday evening aboard the vessel Reliable Warrior, a crude oil tanker sailing under the Greek flag that is currently docked at the port of Baniyas (on Syria’s Mediterranean coast), according to the ship-tracking website “Vesselfinder”.

The chief executive of the Syrian Petroleum Company, Youssef Qabalaoui, said in statements to the Saudi channel “Al Arabiya” on Sunday that Syria needs around 2.5 million barrels of light crude oil per month to meet the needs of the Baniyas refinery.

He pointed out that the Baniyas refinery, whose storage tanks received the Saudi oil grant of 1.65 million barrels, is currently operating at only 95,000 barrels per day due to the deterioration of some of its units.

He revealed that the total current processing capacity of the Baniyas and Homs (in central Syria) refineries is about 130,000 barrels per day.

According to the specialized energy news platform “Attaqa”, based in Washington, the two Saudi oil shipments to Syria were loaded with “Khafji crude” from the port of Khafji, then condensates were added from the port of Ras Tanura, creating a blend whose viscosity and density match the operating requirements of the Baniyas refinery.

The first shipment of the grant was transported aboard the oil tanker Petalidi, which docked at the port of Baniyas carrying more than 89,000 tons of Saudi crude oil, around 650,000 barrels, as part of the grant whose total volume is 1.65 million barrels of crude.

These shipments come under an agreement signed with Saudi Arabia on 11 September to supply Syria with a total of 1.65 million barrels of crude oil. The chief executive of the Saudi Fund for Development, Sultan al-Murshid, and Syrian Energy Minister Mohammed al-Bashir signed a memorandum of understanding to this effect.

The Syrian Petroleum Company announced on 22 November that it had completed the full discharge of the Petalidi’s cargo into the Baniyas storage tanks, a quantity of 650,000 barrels.

When it received the shipment on 17 November, the Syrian Petroleum Company said that all logistical and technical procedures had been completed to begin immediate connection and unloading operations, so that the crude oil could be processed into petroleum derivatives to meet local demand.

According to the Saudi Press Agency, the grant reflects the Kingdom’s efforts to help improve stability and sustainable development for the Syrian people, stemming from the close relations between the two countries.

The Saudi oil shipment

Data reviewed by the specialized energy platform “Attaqa” showed that the Saudi oil shipment was loaded in mid October onto the tanker Petalidi, which sails under the Liberian flag.

Sources told the platform that the tanker’s multiple stops en route with the Saudi oil shipment to Syria were due to the fact that the grades compatible with Syrian refineries were not available in Yanbu (on Saudi Arabia’s Red Sea coast).

The tanker carrying the Saudi oil shipment to Syria deliberately avoided passing through the Red Sea despite the shorter distance, instead sailing via the Cape of Good Hope around Africa.

The sources attributed the choice of this route to two main factors, namely that Syria’s oil storage tanks are full, leaving no space to store additional crude arriving in the coming days, and that insurance and safety costs in the Red Sea were high at the time the shipment set sail due to the continued Houthi attacks on commercial vessels.

The global oil sector database maintained by “Attaqa” indicates that this shipment is the first Saudi crude oil ever to reach Syria, as Syria has not historically imported crude oil from Saudi Arabia.
