Syrian Interior Minister Anas Khattab announced, via his account on the social media platform X, that a new batch of restriction measures has been deleted from the databases of the Immigration and Passports Department, in order to “ease the burden on citizens and facilitate their travel”, as he put it.

According to what Khattab posted on Tuesday, 18 November, a specialized committee from the Information Directorate, the Criminal Security Department, and the Immigration and Passports Department, in cooperation with the Ministries of Defence and Justice, has finished deleting more than 150,000 measures over the past few days.

He said that most of these measures go back to old files issued by the Defence and Interior institutions and the security services of the former regime.

The minister noted that this step comes as a continuation of the implementation of a decision issued by the Interior Ministry in March, which at the time led to the deletion of around 4.7 million measures related to defection or evasion of compulsory military service, or to travel bans imposed for various security reasons.

On 9 March, the Interior Ministry cancelled all travel-ban notices that included requests for arrest, referral for questioning, notification, or records of evasion of compulsory and reserve service, which had been issued against Syrian citizens under the former regime and numbered more than five million notices.

With the latest batch, the total number of measures removed from the databases rises to 4,850,719, according to the figures published by the minister.

Khattab stressed that the committee is continuing its work to delete the “unjust measures” that obstruct citizens’ administrative procedures, in cooperation with the Ministries of Justice, Defence and Finance. He added that the ministry’s complaints offices continue to receive urgent requests to lift travel bans, with a specialized team tasked with reviewing and processing these cases.

On 4 June, Khattab had said that about one third of Syria’s population had been wanted by branches of the former regime’s security apparatus, and that the ministry had been surprised by the numbers of people wanted by the security agencies of the defunct regime, which had reached into the millions.

The Syrian Justice Ministry had also cancelled “millions” of flags registered in the system for asset seizure and travel bans affecting Syrians, on 3 September.

Mohammed Samer al-Abd, the government communications official at the Justice Ministry, said earlier to the Syrian Arab News Agency (SANA) that the ministry is working to address the flags recorded in the system for seizure and travel bans on Syrians, most of which date back to the past 14 years.

The government communications official attributed the delay in dealing with some cases to the large number of names involved, overlapping data, and the lack of digitization of files in the past.

He also linked it to the absence of paper files for many cases, which required the cooperation of specialized teams from the Interior and Finance ministries.

He noted that some of the flags that remain in force relate to ordinary criminal cases or civil and administrative matters.

He stressed that the instructions stipulate that arriving passengers are not to be detained but only informed so they can regularize their legal status, unless there are active legal cases brought by the public prosecutor.
