A new Greeley City Council will convene for the first time Tuesday, with the swearing in of two new council members and the city’s first new mayor in eight years.
Five people won election to the council earlier this month, including Brian Rudy and Ryan Roth, who will be joining the council for the first time.
“We got a lot of big things going on in Greeley right now. I’m looking forward to making sure we do the projects we need to do for our citizens on time and on budget,” said Rudy, councilman-elect for Greeley’s Ward 4. “Greeley is already a great and wonderful city. I’m looking to make it even better.”
Rudy, who was formerly a city council member and mayor of Evans, won the election with 49.7% of the vote, according to the final unofficial results from the Weld County Clerk and Recorder. He will replace Ward 4 Councilman Dale Hall, who won mayor with 55% of the vote.
Roth, a public relations/events coordinator for ALLO Fiber for Colorado, won his election for the city’s at-large seat now held by Brett Payton with 53% of the vote.
Hall said he’s also looking forward to getting several of the city’s biggest projects underway during his term, including the Downtown Civic Campus, the Greeley-Weld County Airport and the Catalyst project, which faces a zoning challenge by an attempted referendum.
“I’ve really never thought that I was going to be the mayor. I thought I’d be doing my job as a city council member for the city and the residents, and go from there,” Hall said. “But I’m very pleased to be able to shepherd some of the projects that we’re working on to fruition and help benefit the way they come down for the betterment of Greeley.”
One of Hall’s first orders of business, according to the council agenda, is to declare Tuesday “John Gates Day,” recognizing the outgoing mayor for his years of dedicated service at the police department, in city government and through volunteering on several boards and committees.
Rudy indicated that he would be hitting the ground running as of Tuesday, looking to get as much material about the Catalyst project out to the public as soon as possible. The new council is set to go into an executive session, portions of meetings that are closed to the public, to receive legal advice about the referendum challenging the project.
“I’m going to have a lot more information than I have now as of Tuesday night. I’ll be able to get some of the executive session material,” Rudy said. “But we need to get all that out to the public when we can.”
Ward 1 Councilman Tommy Butler, whose term is set to continue through 2027, said he’s excited to see what direction the new council will take the city in.
“I am very excited to get to work with the new folks,” Butler said. “We’ve got a new mayor, and we’ve got two new people. It means we might have some folks to do some things that we haven’t looked at in the past, so I’m always excited to find out what a new council means for the future of our city.”
Ward 2 Councilwoman Deb DeBoutez and Ward 3 Councilman Johnny Olson won reelection by large margins, and At-large Councilwoman Melissa McDonald’s term is set to continue through 2027 after she was elected in 2023.
With Hall, the mayor pro tem, becoming the mayor, the council is also set to select a new mayor pro tem. The order of council succession and council assignments to boards, commissions and standing committees are also set to be discussed.
Among the other items up for discussion Tuesday is a review of board and commissions, including the Citizen Budget Advisory Committee, the Downtown Development Authority and many others.
The new council will eventually be responsible for appointing a new city manager, as Raymond Lee resigns from the position next month and Community Development Director Brian McBroom steps in as acting city manager.
