Russia announces ongoing dialogue with Syria covering all bilateral issues, including oil and gas
Russian Foreign Ministry spokesperson Maria Zakharova said on 7 November that Russia and Syria maintain official contacts at all levels and that Moscow is pleased these contacts have recently intensified.
Responding to a question about whether Russia has concluded any contracts with Syria to sell oil and natural gas and what price per barrel was agreed, Zakharova said the dialogue between Russia and Syria is ongoing and covers a wide range of bilateral issues, including the oil and gas sector.
She added that specific parameters, especially financial aspects, are being discussed by the relevant bodies and experts.
Zakharova noted that during talks held in Moscow on 15 October between Russian President Vladimir Putin and Syrian President Ahmad al-Sharaa, the two sides reaffirmed their mutual commitment to resuming bilateral relations across all fields under the new circumstances, including stepping up the work of the Permanent Russian–Syrian Commission on Trade, Economic, Scientific, and Technical Cooperation.
Visit and discussions
During his visit to Russia on 15 October, Syria’s transitional president, Ahmad al-Sharaa, discussed several files, foremost among them Russian bases and economic dossiers between the two countries.
It was al-Sharaa’s first visit to Russia since the fall of the Assad regime on 8 October 2024. He headed a delegation that included Syrian Foreign Minister Asaad al-Shibani, intelligence chief Hussein al-Salama, and Syrian Defense Minister Murhaf Abu Qasra.
Russian Foreign Minister Sergey Lavrov said the Foreign Ministry had made major efforts to establish cooperation with the new Syrian authorities, according to the RIA Novosti agency.
Lavrov also told Sputnik that President Putin “discussed everything” with al-Sharaa, including the subject of Russian bases.
For his part, Russian Deputy Prime Minister Alexander Novak said Syria needs to rebuild its infrastructure and that Russia is capable of providing support.
He indicated that Russia and Syria agreed to hold a meeting of the intergovernmental commission in the near future, adding that “humanitarian supply issues” for Syria were discussed during talks between Putin and al-Sharaa at the Kremlin.
Novak also confirmed that Russia and Syria discussed cooperation in various fields, including tourism.
Damascus expressed interest in supplies of Russian wheat and medicines, while the Russian official said his country is ready to continue work in Syria’s oil fields.
Syrian Finance Minister Mohammed Yosr Bernieh told RIA Novosti that Syria is prepared to grant Russia “tremendous opportunities” to support reconstruction.
Shared economic interests
Russian researcher Dmitry Bridzh believes one of the key files shaping Syria–Russia relations is the entry of Russian companies into the Syrian market, particularly in energy, oil, reconstruction, transport, and infrastructure.
Moscow sees Syria’s reconstruction as a major economic opportunity and an extension of its economic influence in the Middle East, strengthening its presence as a direct competitor to the West in the region, Bridzh told Enab Baladi earlier.
Political analyst Nader al-Khalil, for his part, believes Moscow can provide vital resources outside Western sanctions and points to the return of companies such as Tatneft, which specializes in oil, and Goznak, which prints banknotes, reflecting a practical, not ideological, partnership.
Talk has also emerged of creating a joint Syrian–Russian investment fund aimed at financing reconstruction projects and reviving the local economy through partnerships that bring together public and private sectors from both sides.
Bridzh considered that such a fund would serve as a financial lever for implementing major projects and providing needed liquidity without relying on Western financing institutions.
