ROCHESTER, N.Y. — Come January, most new homes, businesses and apartments in New York State will have to be completely powered with electricity.   The “All Electric Buildings Act” was passed in 2023 and is set to take effect on January 1, 2026.   It bans new gas hookups in buildings less than 7 stories.  

But there are serious feasibility questions considering RG&E and NYSEG are already out of space on the grid to electrify a number of current projects locally, that aren’t even fully electric.    

Many of our towns and almost all of Ontario County have stalled commercial, housing and retail development projects because of capacity issues.   

While Governor Kathy Hochul was in Rochester on Friday for an unrelated event, News10NBC Investigative Reporter Jennifer Lewke asked her how she’s planning to move forward:

Jennifer Lewke, News10NBC: “I’m wondering if in light of what you’re seeing, you’re considering delaying the January implementation of the all-electric act?”

Governor Kathy Hochul: “We just received correspondence from some upstate members of the legislature so we’re looking at that seriously….We have made some accommodations in the past, like the electric buses, we had to delay that some time because there’s not enough electric buses being built so, I’m going to look at this with a very realistic approach and do what I can because my number one focus is affordability right now because New Yorkers are suffering too much.”

Jennifer Lewke: “Speaking of that, RG&E and NYSEG in this area are asking for a significant increase from their consumers, they point to many of these state mandates as a reason why they need more money. I know you’ve commented on this before and you’ve asked the PSC to strongly look at that request but how do you balance these mandates with that request?”

Governor Kathy Hochul: “These are things that I have to balance, things that I absolutely have to look at. Some of these mandates have been in place since 2018 and we’re dealing with some realities now that we didn’t expect, a global pandemic that shut down supply chain matters which has driven up the cost of many things, inflation, these tariffs have driven up the cost so, I’m always, as a pragmatic individual, looking at what’s the reality here and what are we really asking people to do in light of changing circumstances from when, a very ambitious and well-meaning and important goal was set in place.  What does it look like a few years later and are we able to meet that so, I assure you, we’re looking at all this.”

Jennifer Lewke:  “When do you think you might have any final decisions?”

Governor Kathy Hochul:   “Well, on legislation it’s got to be by the end of this year but I’m also putting together my package of bills for the next session.”
