An at-large seat on the Cypress City Council will be filled by appointment after the recent resignation of Councilmember Scott Minikus.
Minikus, a former Cypress mayor and retired Long Beach Police officer, announced at a City Council meeting last month that he would be stepping down effective Oct. 1. He said he had planned to retire in December from his job with the Department of Homeland Security and considered running for a second council term in 2026 before he received an out-of-state job offer.
“I got a phone call and was presented with an amazing opportunity. And that opportunity was simply just too good to pass up, and would allow me the ability to do what I do best, and that’s continue to serve our country,” Minikus said at the Sept. 22 council meeting. “And so with that, I’m announcing my retirement from the City Council.”
Minikus did not elaborate on the job or where he will be moving, and could not be reached for comment. He previously served as the chief security inspector for the Office of Chemical Security under the Cybersecurity and Infrastructure Security Agency, which is part of DHS.
Interested residents who are registered to vote and living within the city may apply by 5 p.m. Oct. 30 at the City Clerk’s office. They must submit a resume, contact information with certification as a registered voter, along with five references and a written description of their qualifications, including any relevant experience, education and community engagement.
A statement of their vision for Cypress and interest in serving on the City Council must also be submitted.
“We need leaders in Cypress who will truly put the community first,” Mayor David Burke said. “Many local representatives are so busy playing partisan games or rewarding special interests and allies that they lose sight of what’s best for the community as a whole. If you’re the kind of leader who will truly put our community first, now is the time to step up, and I encourage you to apply.”
Prospective candidates do not need to reside in a specific district to apply. The city is transitioning to district-based elections; districts 3 and 4 were on the ballot in 2024, when councilmembers Kyle Chang and Leo Medrano were elected. The remaining three districts, which will include the seat held by Minikus, will be on the 2026 ballot.
Applications are scheduled to be reviewed by the City Council during the Nov. 10 meeting, and selected applicants will be publicly interviewed on Nov. 19.
The selected candidate will be appointed to fill the remainder of Minikus’s term, which ends in November 2026.
