CHARLOTTE, N.C. (QUEEN CITY NEWS) — House Judiciary Subcommittee lawmakers at Monday's hearing heard testimonies from victims and family members of people affected by violent crime.

That included a Charlotte-Mecklenburg Police officer involved in the Shannon Park shooting in April of 2024.

There was passion, anger, and sadness in the messages from the people who addressed lawmakers Monday morning. Several of them shared their personal experiences with crime in and around the Charlotte area. There was a common theme in each of the testimonies — something needs to be done to keep repeat offenders off the streets.

"The judicial system here in Mecklenburg County, I can speak firsthand, is trash," said CMPD Officer Justin Campbell. "I'll say it again over and over again, and I'll take the repercussions of what comes next after me saying that."

Campbell shared his response to the April 29th, 2024, shooting in the Shannon Park neighborhood, which killed four fellow law enforcement officers. He broke his foot trying to help others and eventually had to have it amputated.

"I will no longer ever be where I was prior to that day," he said.

His story wasn't the only one shared.

"She was 5-foot-3," said Stephen Federico. "She weighed 115 pounds. Bang. Dead. Gone."

Stephen is the father of Logan Federico, the Waxhaw woman murdered in Columbia, South Carolina in May of this year.

The grandmother of Mary Collins, who was killed in 2020, also addressed lawmakers.

"Mary was only 20 years old when her life was taken in the most horrific way imaginable," said Mia Alderman. "She was bludgeoned in the head. She was stabbed over 130 times."

These people were heartbroken over their lost loved ones and hungry for justice and change.

"The magistrate system here has no idea what they are doing," said Campbell. "This cashless bail system is a joke."

Many of them shared the same concerns about the repeat offenders accused in their cases being released.

"Thirty-nine crimes in 10 years," said Stephen. "Twenty-five felonies. Can anybody here explain to me how possibly he could be on the street?"

After hearing these testimonies, lawmakers weren't able to agree on a clear solution to the problems, with Democrats pushing for more funding for social services and prosecutors and Republicans blaming judges and advocating for changes to how courts operate.
