The Lebanese Army denied reports that its air force had violated Syrian airspace to monitor military movements across the border, amid threats by “Syrian armed groups” to enter Lebanon and carry out security operations.

In a statement published Sunday, August 17, by Lebanon’s state-run National News Agency (NNA), the army said the claims circulating in the media and online platforms were false.

The statement confirmed that military units are monitoring the border situation and taking necessary measures to secure and protect it, while coordination with Syrian authorities continues to follow up on any developments.

The army also stressed the need for responsibility and accuracy in publishing such reports, given their potential repercussions, and urged reliance on official army statements for accurate information.

Syrian Tribal Threats

Maroun al-Khaouli, general coordinator of the National Campaign for the Return of Syrian Refugees, responded to the tribal threats, saying that calls by members of Syrian tribes to storm the Lebanese border within 48 hours, under the pretext of demanding the release of detainees from Roumieh Prison, constituted a blatant violation of international law and Lebanese sovereignty.

On Saturday, August 16, al-Khaouli called on the Lebanese government to prosecute those behind the threats on charges of incitement to cross the border under the Lebanese Penal Code.

He also urged Syrian authorities to hand over those involved to the Lebanese judiciary, and called for activating the British-built border watchtowers, which are equipped with long-range cameras, to monitor any “hostile” movements.

“Lebanon is not a battleground for settling scores,” al-Khaouli said, holding the Lebanese government responsible for any laxity in protecting the border and urging the international community to pressure Syria to stop inciting the tribes.

Death of a Syrian in Roumieh Prison

Osama Mahmoud al-Jaour died in Roumieh’s psychiatric ward on August 14, 2025, away from his family, after having taken part in stages of the Syrian revolution.

He was arrested in Arsal (a border town in northeastern Lebanon) during a security campaign that targeted refugee camps. His neighbor, Zuheir al-Hourani, told Enab Baladi that torture left al-Jaour with neurological damage, causing partial paralysis in his legs and tremors in his hands, which made him dependent on assistance in daily life.

According to al-Hourani, al-Jaour had been sentenced to death on charges of killing three Lebanese soldiers, despite witnesses confirming he was inside the Arsal camps at the time of the incident.

His sentence was later reduced to life imprisonment after legal efforts, but his health continued to deteriorate.

He was eventually transferred to the psychiatric ward in Roumieh Prison, where his condition worsened until his death.

Roumieh Prison

Roumieh Prison, located northeast of Beirut, is Lebanon’s largest detention facility. It houses over 4,000 inmates, though its official capacity does not exceed 1,200, resulting in overcrowding and poor services.

Syrian detainees there suffer from inadequate medical care, malnutrition, and delayed trials. Over the past two years, Syrian inmates have staged several hunger strikes in protest of prison conditions.

Human rights organizations, including the Syrian Network for Human Rights (SNHR), have documented deaths of Syrian detainees in Lebanese prisons due to medical neglect, in addition to untreated chronic illnesses.

SNHR has also recorded violations of the 1951 Judicial Cooperation Agreement between Lebanon and Syria, including the handover of Syrian detainees to the Syrian government, leading to their enforced disappearance, torture, or extrajudicial execution.
