The Kingdom of Morocco Reopens Its Embassy in Damascus ...Syria

On Wednesday, July 9, the Kingdom of Morocco officially announced the reopening of its embassy in the Syrian capital, Damascus, after a 13-year closure.

According to the official Moroccan news agency (MAP), the embassy resumed operations last Sunday, fully staffed and administratively prepared.

The agency added that the embassy has temporarily reopened in its previous location, pending the completion of administrative procedures and the relocation to a new site that reflects the renewed momentum in Moroccan-Syrian relations.

Moroccan Foreign Minister Nasser Bourita had announced on May 17 the decision to reopen the Moroccan embassy in Syria, which had been closed since 2012.

During his participation in the Arab League Summit held in Baghdad, Bourita conveyed a message from King Mohammed VI to Arab leaders, stating: “Morocco has decided to reopen its embassy in Syria, closed since 2012, in hopes that this move will strengthen the fraternal and bilateral relations between the two countries.”

On May 27, Syrian authorities confirmed the closure of offices previously used by members of the separatist Polisario Front in Damascus, in the presence of Moroccan representatives.

A joint Moroccan-Syrian delegation visited the Polisario office to observe its formal closure, according to MAP.

Morocco viewed this step as a demonstration of Syria’s commitment to respecting the Kingdom’s national sovereignty and territorial integrity, rejecting any form of support for separatist entities. It also reflected Syria’s firm intention to strengthen bilateral cooperation and promote regional stability.

That same day, May 27, Morocco announced the dispatch of a Foreign Ministry delegation to Syria to finalize the practical arrangements for reopening the embassy in Damascus, with the aim of reviving diplomatic ties and enhancing cooperation between the two nations.

The Moroccan delegation held talks with senior officials at the Syrian Ministry of Foreign Affairs and Expatriates, addressing logistical, legal, and diplomatic aspects of the process.

A History of Severed Relations

Diplomatic relations between the former Syrian regime and Morocco were fully severed in July 2012, when both countries expelled each other’s ambassadors. At the time, the Moroccan Foreign Ministry cited the failure of international efforts to reach a resolution in Syria as the reason for its decision. The Syrian regime responded based on the principle of “reciprocity.”

Before 2012, tensions had strained relations between Morocco and the Assad regime due to Syria’s support for the Polisario Front and its recognition—on April 15, 1980—of the so-called “Sahrawi Arab Democratic Republic,” which Morocco considers a separatist movement aimed at undermining the Kingdom’s security.
