The i Paper understands the legislation setting out details of the changes will be put before the House this week.

Asked if he believes he has the parliamentary numbers to get the reforms over the line, Starmer was bullish in his response.

“It doesn’t work for those that need support and help into work and it doesn’t work for the taxpayer.

“Those who are never going to be able to work should be properly supported and protected. And that includes not being reassessed and reassessed.

In publishing the legislation, the government will set out more specific details about the new eligibility criteria for those claiming personal independence payments (PIP).

Details of these protections have not been specified and MPs will be looking at the legislation to see if they go further than previously set out by the government.

“Everybody agrees it needs reform, we have got to reform it and that is what we intend to do.”

The Department for Work and Pensions has said one in 10 people will lose PIP under the changes.

The Government has refused a request from MPs to delay controversial reforms to disability benefits ahead of the bill being introduced to parliament.

But Work and Pensions Secretary Liz Kendall said she could not delay the reforms.

Replying to the Committee, Kendall said she would not push back the reforms and said she has “consistently been clear that we are not consulting on every proposal”.

But she argued this would “take time and require extensive engagement” which is why the government could not wait for its conclusion to make the changes to PIP eligibility criteria.

The bill needs to achieve Royal Assent by November this year in order to be implemented for 2026/27, which is when the Government has pencilled in the welfare savings.
