The Syrian Higher Fatwa Council has prohibited revenge killings and retaliation outside the judicial and legal framework.

This came in a statement today, Friday, June 6, in response to numerous inquiries received by the Council regarding how to handle blood-related issues and claims for rights.

The Council’s statement noted that “the greatest injustice is the transgression against innocent blood, honor, and property.” It cited the words of Prophet Muhammad during the Farewell Sermon, which emphasized the sanctity of blood, honor, and property, declaring them inviolable and that they must be preserved and respected.

The Council affirmed the right of the oppressed to demand punishment for their oppressors and to reclaim their rights through legitimate means, within the framework of the judiciary and relevant authorities.

It pointed out that individual actions or rumors can lead to discord and the destruction of societal security, stressing that the sanctity of blood, property, and honor is fundamental, and nothing of these may be permitted without legal proof.

The Fatwa Council emphasized that the implementation of legal punishments and retribution should be the prerogative of the judiciary and relevant authorities, and that no action should be taken individually. It reaffirmed that those who act individually outside the framework of legal authorities expose themselves to punishment.

It warned that open calls for revenge, which “ignite the fire of discord,” make society susceptible to fragmentation and conflicts, and that revenge killings and retaliation outside the law threaten societal stability and unity, leading to widespread chaos and unending strife.

The Council concluded its statement by stressing the need for officials to seriously and promptly address issues of punishment and justice, through enacting laws and activating legal proceedings, and distancing unjust judges who have contributed to the oppression of the people, to ensure justice and maintain societal stability and the sanctity of lives.

Syria’s transitional president, Ahmed al-Sharaa, issued on May 17 the two decrees No. “19” and “20” for the year 2025, which formed the National Commission for Missing Persons and the National Authority for Transitional Justice, based on the provisions of the constitutional declaration and the powers granted to the president.

Decree No. “20” stipulated the establishment of an independent body named the “National Authority for Transitional Justice,” which is concerned with revealing the truth about the grave violations caused by the previous regime, holding responsible individuals accountable in coordination with relevant authorities, compensating victims for the harm caused to them, and reinforcing principles of non-repetition and national reconciliation.

On May 23, the head of the National Authority for Transitional Justice, Abdel Basset Abdel Latif, stated that the commission would work within the specified 30-day deadline to “establish a working team that includes representatives of victims, legal and rights experts, specialists in forensic evidence and criminal research, and representatives from civil society organizations. Additionally, we will rely on an advisory council representing victims to accompany the authority’s work at all its stages and to establish its internal regulations.”
