VIENNA — Trustees moved forward with keeping another one of their promises Monday by passing a resolution that would sunset a preexisting levy.
Trustees approved requesting that the Trumbull County Budget Commission cease the collection of a 1-mill fire and EMS levy in 2027, upon collection of the 3.5-mill levy that was passed May 6.
The 3.5-mill levy, which was initially proposed as part of the township’s fiscal recovery plan to get out of the fiscal emergency it was placed in by the state auditor’s Office in July 2024, had its results certified days after the election. The final count was 419 voting in favor, while 406 opposed it — retaining the 13-vote difference from election night.
The levy will bring in $507,186 annually, and its funds will go toward supporting EMS staffing using part-time personnel and continuing maintenance expenses on the fire department’s preexisting equipment.
The new cost per $100,000 home value will be an estimated $127 per year, including the preexisting 1976 continuous $4 levy. It will cumulatively be an estimated $77 increase from the preexisting levies from 2003 and 2006.
The new levy’s funds will be available in 2026. Any leftover funds would be spent on personnel and large capital purchases, such as a new fire engine that has been in service since 1989 — six years over its life expectancy.
The trustees’ and fire chief’s ultimate goal is to restore EMS to a 24-hour, seven-day-a-week service.
Monday’s resolution also has officials sending a notice to the county’s budget commission and board of elections, expressing their intent to let another 1-mill levy — up for renewal in 2025 — to expire.
In other action, trustees:
• Approved putting a 1-mill police levy up for renewal in the Nov. 6 general election.
• Approved reappropriating $189 from the township’s election expenses for site improvements. Trustee Jason Miner explained that the township didn’t appropriate funds for such improvements that were for, in this case, mulch. Miner said that for some reason, the state auditor’s office appropriated $6,000 for elections and they plan on pulling from that fund throughout the year.
• Heard from Trustee Phil Pegg that Linda McCullough, who served as fiscal officer from 2019 to early 2023, is set to appear in court for her final pretrial 1:30 p.m. Wednesday. Her trial on felony theft and fraud charges is set to begin 9 a.m. June 16 in Cynthia Westcott Rice’s courtroom. Pegg said he encouraged residents to attend, as the more people she sees there, the better the outcome.
