As part of plans under consideration in a new Home Office White Paper, counter-terrorism policing units would gain independence from local forces and work under a new national centre for policing.

As part of the options being considered, a plan to include terrorism and serious organised crime in a new national force could give Britain a law enforcement body as wide reaching and powerful as the FBI. Other options include leaving things as they currently are, or having counter terror police work as an independent force.

The reforms are being considered amid problems in counter terror policing, including recruitment issues.

Others are put off by working in London due to the higher cost of living than the rest of the country. It is hoped that operating counter-terror policing under one national body would aid recruitment.

A spokesperson for the NPCC said: “The ambition for police reform is high. We want the establishment of the national centre for policing to be the start of changes to improvement to policing capabilities, but it is too early to say what any future design could be.”

A Home Office source told The Guardian: “We’re working with policing, which will focus on efficiencies, tech and the use of, and enhancing capabilities on local and national scales. We will always look at what works.”
