To the Editor: As a psychologist who was working at Mendocino State Hospital in Talmage (currently The City of 10,000 Buddhas) when it was shut down, I read with great interest Jim Shields’ analysis of our current homeless crisis titled, “Who closed mental health hospitals in California?  Three guesses, it wasn’t Reagan”. I found Mr. Shields’ analysis to be largely but not entirely correct, somewhat incomplete, and unnecessarily dramatic, employing emotionally-charged terms such as “epic”, “abysmal”, “dire”, “explosion”, “shambles’, “voracious”, etc..  For example, his description of an “abysmal failure of a [mental health] system that has never experienced any kind of success” is an oversta
