Rhetoric is inextricably linked to policy. Representatives of New York State and City repeatedly use language to uplift the state’s diversity, inclusion and dedication to the downtrodden, citing the “tale of two cities” and the Emma Lazarus’ poem on the Statue of Liberty. What we don’t appreciate is how they simultaneously cast aside thousands of people with words that relinquish them to less than human.
