President Donald Trump’s proposed 250-foot triumphal arch in Washington, D.C. just hit another major roadblock.
Hours after a federal planning commission gave the massive monument final approval, a judge temporarily blocked construction from moving forward.
U.S. District Judge Tanya Chutkan issued a 14-day temporary restraining order late Thursday, November 5, preventing the Trump administration from beginning construction on the proposed arch near Arlington National Cemetery in a 33-page opinion.
“The harm is certain,” Chutkan wrote.

The decision came just hours after the National Capital Planning Commission voted 8-4 on Thursday, Nov. 5, to approve the project’s final plans following a contentious meeting that lasted approximately nine hours. More than 120 people participated in public testimony, with many voicing opposition to the proposal.
The proposed structure would stand approximately 250 feet tall at Memorial Circle, near Arlington National Cemetery and the Potomac River. Trump first introduced the idea in 2025 as part of plans to commemorate America’s 250th anniversary in 2026.
The administration has described the arch as a monument honoring the nation’s history and military veterans; however, the project has faced significant opposition from veterans, preservationists, and local officials who have raised concerns about its size, location, and potential impact on the surrounding historic landmarks.
Among those challenging the project are the governments of Washington, D.C., and Virginia, which filed a lawsuit on Oct. 31 seeking to stop construction. The lawsuit argues that the project lacks the necessary congressional authorization and could create traffic and public safety concerns.
A separate lawsuit filed by Vietnam War veterans and an architectural historian also challenges the proposed monument, arguing that it could interfere with the carefully preserved views between Arlington National Cemetery and the Lincoln Memorial.
Chutkan’s temporary order gives the court additional time to consider the legal challenges before construction can begin. The judge’s decision does not permanently cancel the project, but it puts the administration’s plans on hold for at least two weeks.
