Industrial strategy targets supply chains, local manufacturing ...Egypt

Egypt’s Industrial Strategy 2030 seeks to establish a more competitive industrial base integrated into global supply chains by promoting industrial localization, deepening domestic manufacturing and increasing local value added, Industry Minister Khaled Hashem said.

Speaking at a ceremony hosted by the Egyptian-British Business Association (EBBA) to mark the 30th anniversary of the Egyptian-British partnership, Hashem outlined the strategy’s main pillars and explored opportunities to strengthen cooperation between the ministry and the association.

The event was attended by EBBA Chairman Khaled Nosseir, former Electricity Minister Mohamed Shaker, Tareq El-Molla, Chairman of the House of Representatives’ Energy and Environment Committee, and a number of business leaders, lawmakers, ambassadors and representatives of government bodies and organizations.

Hashem explained that the strategy focuses on five main industrial groups: industries integrated into global supply chains, including automotive and ready-made garments; strategic industries, such as iron and steel, aluminum, chemicals and fertilizers; supporting and feeder industries, including metalworking, food processing and textiles, enabling industries, covering solar energy equipment, water-saving technologies, precision molds and tools, and printed circuit boards; and circular economy and recycling industries.

He said the Ministry is working to establish an integrated support framework for investors and manufacturers through the provision of industrial land, streamlined licensing procedures, financing facilities and technical assistance, as well as stronger links between small and medium-sized enterprises (SMEs) and major industrial companies.

The measures are intended to strengthen integration across production chains and enhance the sector’s efficiency.

Technology is another key pillar of the strategy, Hashem said, highlighting efforts to align scientific research with the actual needs of factories and channel research outcomes into developing industrial products and processes.

He stressed the importance of balancing the transfer of international technologies with the development of domestic technological capabilities to meet local market needs.

The Minister also underscored the importance of developing industries based on locally available resources and maximizing the use of Egypt’s mineral wealth to increase value added and reduce import dependence.

He pointed in particular to the development of feeder industries, including refractory materials, alloys and castings used in iron and steel production, as well as industries based on phosphate rock.

On the regional front, Hashem said the ministry seeks to deepen industrial integration with African countries and explore opportunities to establish Egyptian industrial projects across the continent, opening new avenues for investment and cooperation and expanding the reach of Egyptian products in regional markets.

Addressing workforce development, he described human capital as a key ministry priority, revealing plans to introduce a vocational education program aimed at improving the quality of technical and vocational education graduates and equipping them to compete in domestic and international labor markets.

The program will cover basic and specialized skills, training in modern technologies and expanded practical instruction inside factories.

It will also seek accreditation from reputable international educational institutions and establish links between graduates and local and international companies to bridge the gap between industrial labor requirements and the availability of qualified workers.

Hashem also reviewed the ministry’s manufacturer support system, which aims to strengthen communication among industrial establishments, expand commercial and production partnerships, and develop local suppliers and feeder industries to increase domestic content and reduce reliance on imported production inputs.

The system also provides a mechanism for addressing manufacturers’ complaints in coordination with relevant ministries and authorities. Linking smaller factories with the production requirements of major industrial companies, he noted, would help them integrate into supply chains, expand their operations and strengthen productive capacities.

“The Ministry is also working to support innovative industrial ventures and help them move toward large-scale production, transforming technological ideas and applications into commercially viable products,” Hashem said.

He added that Egypt is seeking to attract European small and medium-sized enterprises facing difficulties adapting to economic challenges and encourage them to establish industrial partnerships with Egyptian private-sector companies.

Such partnerships would provide European firms with access to growing markets in the Middle East and Africa while facilitating the transfer of technology and expertise to Egypt.

On investment facilitation, Hashem highlighted measures to ease access to industrial land, including the introduction of a lease-to-own system, simplifying industrial licensing procedures and reducing associated financial burdens.

He also announced plans to launch an industrial advisory service through the Industrial Modernization Center to provide investors and manufacturers with technical and procedural assistance, information on investment opportunities and guidance on establishing and expanding industrial projects.

Turning to rural industrial development, Hashem said the ministry is implementing the “Productive Village” initiative to establish industrial activities in rural communities based on the competitive advantages of each area, particularly in food processing and textiles.

The initiative seeks to generate employment, particularly for women, reduce post-harvest losses during the transportation of agricultural products, and curb migration from villages to cities and abroad by creating local economic and production opportunities.

Hashem further stressed the importance of maintaining regular communication with the industrial community, including local manufacturers and foreign investors, through periodic meetings with embassies and representatives of foreign companies operating in Egypt.

These meetings aim to identify challenges facing industrial investments and develop solutions to overcome them, he noted.

He added that the ministry had organized several roundtable meetings with foreign companies, beginning with British businesses operating in automotive manufacturing and components, pharmaceuticals, renewable energy, water treatment technologies and technical training.

The discussions focused on identifying operational challenges and exploring appropriate solutions.

The minister also highlighted efforts to integrate informal factories into the formal economy, helping address unfair competition between licensed manufacturers operating under official regulations and establishments outside the formal framework.

The ministry is also working to help existing factories access export markets and accelerate procedures for establishing new industrial projects, he added.

Meanwhile, the manufacturer support system provides comprehensive assistance to distressed factories, including connecting them with potential investors, facilitating financing through the Distressed Factories Restructuring Fund, and providing the technical and operational solutions needed to resume production.

These measures aim to preserve existing industrial capacity, restore struggling factories to operation and ensure the sustainability of domestic production.
