The U.S. Department of Justice, federal Department of Education and their respective civil rights offices are ending 19 different civil rights investigations into UNC-Chapel Hill’s practices after reaching “a voluntary university-wide settlement agreement,” both sides announced on Monday.
UNC agreed to terms outlined by both departments to curb race-based considerations in admissions practices and strengthen policies responding to antisemitism, topics that led the Justice Department’s Civil Rights Division to launch a compliance review of the school in April 2025 shortly after President Donald Trump resumed the office and appointed the department’s leadership. The Department of Education’s Office for Civil Rights will also close 18 pending probes into UNC’s actions thanks to the deal, which does not include a monetary settlement payment by Carolina.
In a statement shared on Monday, the university highlighted how the resolution “provides a responsible and constructive path” forward for its administration while avoiding “the costs, uncertainty and distractions of prolonged legal proceedings” of an ongoing review by the federal government. It also highlighted the terms of the agreement do not “dictate the content of academic speech or curricula at Carolina.”
“This announcement reinforces our commitment to the fair and equal treatment of everyone at Carolina,” Chancellor Lee Roberts said in the statement. “For at least a decade, through different presidential administrations, U.S. universities have faced heightened public scrutiny across a range of issues. We’re proud to resolve those issues at Carolina in a way that protects our mission and affirms the civil rights of everyone in our community.”
The university said the settlement ensures its eligibility to compete for federal funding, like grants, contracts and financial awards, similar to other higher education institutions who have settled with the Trump administration. Set to last through Dec. 31, 2028, the deal agrees to a reporting provision of sending quarterly updates on antisemitism or race discrimination complaints to the federal departments’ civil rights divisions. It also requires UNC to select a “Merit & Civil Rights Administrator” responsible for implementing the terms of the agreement, which the university said will be done by Associate Vice Chancellor for University Compliance Elizabeth Hall.
The agreement also appears to relitigate several aspects of UNC’s operations already underway. The university’s statement pointed out that state and federal laws, alongside UNC System policy, require annual reports on compliance with nondiscrimination practices, institutional neutrality requirements, and rules around wearing face masks on campus. UNC also said it will “continue to administer admissions consistent with federal law and UNC System policy” when it comes to racial factors — something university leaders have focused on since a 2023 U.S. Supreme Court ruling on race-based admissions practices in which Carolina was a plaintiff.
In a statement shared with Chapelboro, UNC Student Body President Devin Duncan said he believes the university’s leadership managed the immediate risks poised by the investigations well and was pleased to see access to federal funding publicly stated as secure. But he cautioned about the expectations that such deals could create between the federal government and higher education institutions.
“Leadership is as much about managing the risks of today as it is about stewarding the mission of tomorrow,” Duncan wrote. “I commend University Counsel and team for reaching this point. But leadership also requires us to look beyond today. I’m thinking about that tomorrow and the days after. My hope is that, as we move forward, we remain committed to our institutional autonomy and academic independence. It can be considered a slippery slope for these agreements and the precedents that they set.”
The full settlement terms can be found on the Department of Justice’s website.
