Pittsboro Reviews First Section Design Plans for Chatham Park’s South Village ...Middle East

News by : (chapelboro) -

Pittsboro’s Board of Commissioners recently saw the first Section Design Plans for Chatham Park’s South Village.

Chatham Park will likely account for most of Pittsboro’s growth over the next 15 years. Currently, the 5,000-acre portion to the south and along Route 64 West is largely undeveloped, but seeks to be the more vibrant of the two with up to 15,000 housing units, research and development hubs, and activity centers.

As part of the town’s process to have a more detailed view of the developments before projects move forward, the October 12 meeting particularly focused on initial site plans for four sections totaling 1,300-acres south of Roberson Creek. A formal vote on the plans is slated for next month, following a two-week public comment period.

“When we went through the whole Small Area Plan process last year, there was a desire from you and from the public to have a little more transparency in what was going on through the process,” Vice President of Planning and Development for Preston Development Company Chuck Smith said. “Let people know what was going on before we got to a point [of] saying here’s the project we’re submitting to you and you haven’t really had a chance to see different parts of it as we went along through that process.”

From Southern Land Company, the proposed development features different housing types that would be “scattered” throughout the South Village portion and a series of neighborhoods, including townhomes, cottages, apartments, and larger single-family homes.

“I say scatter,” the company’s Senior Vice President of Design Ben Crenshaw said. “That sounds random, but we are very specific and purposeful about how we integrate those different housing types within these little hamlets within the community design that are connected by both vehicular paths, pedestrian paths, but also these sort of these corridors that move throughout the community.”

About 7% of the housing units would be affordable, although largely in the form of apartments and located in a 325,000 square-foot mixed-use activity area. Also proposed within the site area is 20 miles of greenway, not including multi-use paths, allowing for connectivity into town.

“It’s all about walkability,” Crenshaw said. “It’s all about getting out of your car and how do we really make an interesting complementary piece to everything that’s going on in the town of Pittsboro, but also within Chatham Park.”

Much of the Southern Land Company development is organized around a proposed 18-hole golf course, which accounts for much of the site’s open space in addition to protected space along Roberson Creek. The amenity will be private, which Pittsboro Mayor Kyle Shipp told 97.9 The Hill is a concern for the commissioners and public alike. However, Crenshaw said there will be public opportunities for junior and amateur golf. He added how the communities will not be gated, allowing for public events that greater Chatham and Pittsboro residents can enjoy.

The meeting also featured a transportation update, as Smith said little can happen in South Village development-wise without roads and connectivity. Chatham Parkway is under construction and ahead of schedule, and it will serve as the primary thoroughfare connector linking South Village to US 64 and North Village. Two other roads are currently undergoing a town approval process. South Village Way would act as the primary spine road through South Village. Serenity Place Way would connect South Village Way from Moncure-Pittsboro Road to Gum Springs Church Road.

The town traffic model looks at areas of Pittsboro that could be affected by the larger Chatham Park development and how to mitigate those impacts in future decades. The Pittsboro Development Services Department’s Ben Schmadeke identified Chatham Parkway, the section between Business 64 and the bypass, Moncure-Pittsboro Road, the future Eubanks connection and East Street as future corridors for congestion. However, he noted how the project area allows for 3,500 total housing units, and Southern Land Company is only aiming to build about half of that.

“This is with all of the residential and non residential units and square footage that Chatham Park is entitled to,” Schmadeke said. “So for example, the section design plan you all saw tonight: that is much less dense than what their entitlements are. And so when this gets updated, I would expect to see some positive impacts at least with regard to the roadway impacts.”
