ROCHESTER, N.Y. — A new committee will review the contractor responsible for healthcare at the Monroe County Jail. The county legislature voted in favor of the measure during Tuesday night’s meeting.
This comes after the family of Brian Harmon, who died in Jail in October 2023, filed a lawsuit against the county and the jail’s medical provider, claiming his death was preventable. Harmon was found unresponsive in his cell nine days after arriving at the jail. The medical examiner determined the 62-year-old died of sepsis. One person at the meeting said the county has a responsibility to make sure jail medical services are being properly delivered.
“We also have a responsibility to the taxpayers of Monroe County. We entrust private contractors with millions of dollars to provide essential services, and we have every right and every obligation to make sure those services are being delivered properly,” the speaker said. “Accountability should never stop at the signing of a government contract. When serious failures are identified, particularly failures that contribute to the loss of a human life, we have a duty to ask questions, demand answers, and determine what needs to change.”
PrimeCare, the current contractor, is up for a contract renewal in January. Legislators also proposed a resolution to stop the auto-renewal of PrimeCare’s contract, but that motion was tabled until the next meeting on Nov. 10.
The committee review will focus on how healthcare services are provided at the jail moving forward. A report from the New York State Commission of Correction says Harmon’s death could have been prevented if he was “properly assessed and timely transferred to a hospital for treatment.”
