Monroe County approves animal abuse registry ...Middle East

News by : (News10NBC) -

ROCHESTER, N.Y. — Monroe County will soon launch an animal abuse registry, joining more than 30 other counties in New York that track convicted animal abusers.

Convicted abusers listed on the registry will pay for it themselves, with a $50 fine every year. Convicted abusers will remain on the list for 10 years, paying about $500 in total to the registry. Anyone convicted of animal abuse in Monroe County will have to register within 10 days of their conviction. The Monroe County Sheriff’s Office will enforce the registry.

The registry would include the names and addresses of convicts 18 years or older who live in Monroe County. It would include people convicted of abandoning, stealing, injuring, poisoning, or illegally declawing animals. It would also include people convicted of animal fighting, transporting dogs for illegal research purposes, or harming a service animal.

Legislators said there will also be fines for certain breeders and for anyone who helps people on the registry get animals. Some local business owners have raised concerns about these requirements.

“So we’re going to need to see a picture ID, and we need to see that to avoid large potential fines. You won’t need a picture ID to vote, but you will need it to buy an angelfish with 100 plus of your constituents a day. Buying fish from only our two stores. You think it’s a good idea that they wait in line to prove that they are not a criminal?” Seidewand said.

Seidewand encouraged lawmakers to adjust the rules, suggesting they ‘encourage’ people to check the list and fine those who intentionally sell to convicted abusers to dogs, cats and horses.

A motion to table the vote until the county had more data failed. The requested data included the number of animal abuse convictions and annual animals sales in the county.

Ontario County lawmakers also created legislation for an animal abuse registry. In addition, the Livingston County Board of Supervisors voted to approve an animal abuse registry in January
