The release came amid a growing outcry over the shooting of 28-year-old Oscar Belgal, which has prompted calls for Immigration and Customs Enforcement to immediately release body cam footage of the ICE agent involved in the shooting and for ICE to end their operations in New York City altogether.

One ICE officer, who was wearing a neon construction vest, an ICE badge and holding an assault rifle, was making a phone call and did not talk to the NYPD officers. 

“Are we putting him in [the police vehicle] or what?” The police officer asked. Multiple police officers eventually lifted the person on the ground onto the police vehicle which drove to the nearest hospital.

Earlier on Friday, Homeland Security Secretary Markwayne Mullin said the ICE officer involved in the shooting had been equipped with a body camera and that there was footage relating to the incident. “As the investigation moves forward, as I said, we’ll release the information,” he said.

What’s ICE’s protocol for releasing bodycam footage? 

ICE’s policy requires its officers to activate cameras during routine enforcement activities, including while making arrests, executing search warrants and responding to emergencies. In an event when a serious injury or a death occurred during the operation, a panel of ICE internal leaders will review the footage and decide whether footage should be released. According to ICE’s internal policies released in February 2025, this process should take within 72 hours of recording, or as soon as operationally feasible 

The released footage from ICE will also have ICE officers’ faces and identifiable information redacted to protect its officers’ privacy, according to the policy. 

The agency spent tens of millions this year in purchasing and equipping its officers with body-worn cameras, following a pair of deadly shootings in Biddeford, Maine and in Houston over the summer. The ICE officers involved in both shootings did not wear body cameras when conducting operations.
