LIVINGSTON COUNTY, N.Y. — Liberty Rock Salt LLC has purchased the former Livingston Correctional Facility just outside Mount Morris for $1.1 million, with plans to convert the site into a large-scale rock salt mine. The Livingston IDA voted to approve the sale on October 2nd.
News10NBC’s Adelisa Badzic went over to LivCo, and met with the president, Chad Bugman, and toured the facility.
He said the company sits on one of the largest salt veins in New York state.
“Roughly 200 years of salt that we can get, and there’s a potential to go to probably 300 years of salt, so this will be a generational salt mine, and all the families in the area that take part in the acreage will have generational income from that,” Chief Operational Officer Cragg Chaffee said.
The company’s leadership team, which includes Vice President Brandon Brady and Chief Operational Officer Cragg Chaffee, said they have been working closely with Bill Bacon from the Livingston County Industrial Development Agency throughout the process. They said the site’s existing utilities and location made it an ideal choice for the project.
Chaffee said the mining operation is expected to create 300 jobs in Livingston County, with an employee stock option plan as part of the employment package.
“At the end of the day, we’re all taxpayers here, so we want to work on keeping tax rates down.” Bugman added
“There’s a shortage of salt around the country and here in New York, so to the extent that we can help alleviate that shortage, that’s what we’re trying to do,” Chaffee said.
Rock Salt Shortage

The company, Liberty Rock Salt LLC, plans to sell a large portion of the salt locally, which they hope will help lower municipal budgets and provide a reliable supply for towns and counties. Bugman said the main goal is to give people, businesses and municipalities another option for rock salt, making the market more competitive.
Liberty Rock Salt is working with Alpha Geoscience, an engineering firm from Colorado, and attorneys at Hudson Rust to secure the necessary permits from the New York State Department of Environmental Conservation. The permitting process is expected to take two to four years, with another year to drill the mine shaft. The company hopes to have the mine operational within five years.
The owners said landowners are a key part of the project, with a 5% production royalty set aside for them. They said this could be life-changing for hundreds of families, providing generational income and helping to support local farms.
As far as the buildings, Chaffee said there is a lot of educational material in there. There is an old barbershop, and even a tile shop where inmates were able to learn how to do those things. There are many. big, walk in freezers as well. Chaffee said the hope is to team up with local organizations to put these to good use.
“They did a great job when we built these buildings. They didn’t cut no corners. They did a great job. I mean, the block on the outside to the inside is just unbelievable.” Bugman said.
Liberty Rock Salt is based in Nunda, and the owners have backgrounds in natural gas and farming.
