USA Swimming Managing Director Joel Shinofield Named New CEO of USRowing ...Middle East

On Wednesday, US Rowing announced USA Swimming managing director Joel Shinofield as their new Chief Executive Officer starting Tuesday, October 13.

Shinofield has been at USA Swimming since 2018, serving as the Managing Director, Sport Development. He took over the role after spending six years serving as the Executive Director Of the College Swimming and Diving Coaches Association of America.

USRowing’s former CEO Amanda Kraus stepped down in April of 2026 after spending five years in the position after the organization recorded an all-time high of more than 77K average individual members in 2023.

While in his position at USA Swimming, Shinofield was responsible for managing club growth, coach education, and “support the growth of the sport at all levels and connect swimming stakeholders from grassroots to competitive levels.”

Notably, USA Swimming membership has not seen significant increase in recent years, staying stable in 2024, an Olympic year, and dropping 0.24% in 2025.

In 2024, Shinofield earned $398,263 for his role as Managing Director. The Form 990 for USRowing states that in 2024, Kraus earned $315,910 base salary with $10,605 in “other compensation”.

row2k spoke with Shinofield about his history in the sport and with USA Swimming. Shinofield swam in high school, and after college he served as as volunteer assistant swim coach at the University of Minnesota, where he met his wife Aubrey Borland Shinofield, who was a women’s rowing coach at the university and rowed at Princeton in the 1990s.

He later took over as the head coach, director of aquatics, and associate professor at Washington and Lee from 2003-2012 before he moved to the CSCAA in the fall of 2012.

Shinofield also spoke about how his role at USA Swimming has prepared him saying, “The thing that I see that’s similar is that both rowing and swimming—and this is why I’ve really gravitated toward the role at rowing—is they’re very community-based. Your local club is the way that you find entrée to the sport, and for the most part that is unadulterated. It is still local, grassroots people who are trying to bring people into the sport and are creating community.”

He will begin his time in the role by meeting “in person and virtually with rowing leaders and community members across the country.”

He told USRowing “I am honored to join USRowing at such a pivotal moment for this sport,” said Joel Shinofield. “Everything in my career — as a coach, an executive director, and a leader within Olympic sport — has been about strengthening the pathways that let athletes participate and excel. The rowing world is passionate and deeply invested in this sport’s success. I look forward to quickly becoming a member of the community, meeting our stakeholders at upcoming events, and working together to build on the strong momentum already in place.”

Peter Roby, who was the interim CEO after Kraus stepped down will remain in a Senior Advisor role during the transition.
