(CNN) — The FBI on Sunday arrested a 34-year-old California woman who has been charged with acting as an unregistered agent for China, First Assistant US Attorney for the Central District of California, Bill Essayli, said in a social media post.
Wanying “Heather” Zhang, of Irvine, allegedly surveilled a close relative of a Taiwanese government official after traveling to Seattle in 2025, Essayli said, citing an affidavit.
“She coordinated the trip with an associate and used tradecraft to avoid detection. She never notified the Attorney General she was acting for a foreign government, a federal offense,” he wrote. “She will appear in federal court in Los Angeles tomorrow for her initial appearance. Defendants are presumed innocent until proven guilty.”
It’s unclear whether Zhang has an attorney. CNN has reached out to the FBI, the Department of Justice and the Chinese embassy for more details. China is currently observing a weeklong National Day holiday, during which government offices are closed.
