ROCHESTER, N.Y. — Some changes are coming to the SNAP food assistance program. Starting Thursday, the federal government will contribute a smaller percentage to SNAP, leaving state and local governments responsible for a greater share.
The federal contribution to SNAP is set to drop from 50% to 25%, under President Donald Trump’s tax and spending cuts bill that Congress passed in July of 2025. That means New York State entities must now cover 75% of the costs for funding SNAP. Under the rule change, the state’s counties will need to pay a combined total of around $168 million annually to fund the program.
Also starting on Thursday, people receiving SNAP benefits will get slightly more benefits because of the annual cost-of-living adjustment. Here’s what to know:
Counties set to contribute more to SNAP
Under the rule change, Monroe County is estimated to spend an additional $3 million per year to keep SNAP running. In total, Monroe County contributes around $262,700,000 per year to support the nearly 100,000 people who rely on SNAP across the county. In a statement, Senator Kirsten Gillibrand said that the state’s counties may need to raise local taxes or slow down the review of SNAP applications. News10NBC has not learned about any specific plans to raise taxes in the region over SNAP contributions.
Cost of living adjustment for SNAP
Every year on Oct. 1, the federal government adjusts its monthly SNAP benefits to take inflation into account. These cost-of-living adjustments apply across all states.
